HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives are pleased to congratulate Gary H. Rieman on
4being the recipient of the 2012 Dare to Lead Award, presented
5by the International Leadership Network; and
 
6    WHEREAS, A native of Wisconsin, he began his journey in
7higher education by earning a Bachelor of Arts degree and
8Doctor of Laws degree from the University of Wisconsin in
9Madison; and
 
10    WHEREAS, He and his wife, Phyllis, had the good sense to
11move to Evanston, where they began their family; and
 
12    WHEREAS, He began his professional career working for W.
13Clement Stone as a professional assistant, specializing in
14philanthropic programs providing scholarships and loan
15programs for pastors, lawyers, community service, and youth
16service personnel; and
 
17    WHEREAS, Gary H. Rieman became the first Director of the
18Illinois Designated Account Purchase Program in 1977, making
19him the architect of the State of Illinois' first student loan
20secondary market; and

1    WHEREAS, Under his leadership, the Illinois Designated
2Account Purchase Program grew to become one of the nation's
3premier student loan secondary markets, assisting thousands of
4Illinois students in avoiding going into default by providing
5affordable loan repayment programs; and
 
6    WHEREAS, He is a nationally recognized student loan expert
7and advocate of simplifying the student financial aid process;
8and
 
9    WHEREAS, He assisted in the creation of the National
10Council on Youth Leadership, a program that has grown into a
11national network of chapters providing leadership training and
12recognition for students in their communities; and
 
13    WHEREAS, During the last 30 years, the National Council on
14Youth Leadership has provided an annual 4-day leadership
15training conference at Washington University in St. Louis; and
 
16    WHEREAS, Recognizing the need to train students in middle
17and junior high school, the National Council on Youth
18Leadership began the International Leadership Network in 1980
19to continue the tradition of recognizing students in their
20local communities and to provide training and support for the
21development of youth; and

1    WHEREAS, He has served as Chairman of the Board of the
2National Council on Youth Leadership and presently serves as
3secretary of the National Council on Youth Leadership and as
4treasurer of the International Leadership Network; and
 
5    WHEREAS, On May 4, 2012, he will be recognized by the
6International Leadership Network as the recipient of the 2012
7Dare to Lead Award, the organization's highest award; and
 
8    WHEREAS, He has labored tirelessly on behalf of students of
9all ages for nearly 50 years; he is living proof that one
10person can truly make a difference, and has shown that with
11intellect, grace, and humor; therefore, be it
 
12    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
13NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
14we congratulate Gary H. Rieman on being the recipient of the
152012 Dare to Lead Award, presented by the International
16Leadership Network; and be it further
 
17    RESOLVED, That a suitable copy of this resolution be
18presented to Gary H. Rieman as a symbol of our respect and
19esteem.
