HOUSE JOINT RESOLUTION

 
2    WHEREAS, Public transportation serves an important role in
3meeting the transportation needs of many State citizens; and
 
4    WHEREAS, The State may benefit from the consolidation of
5the mass transit services provided by the Regional
6Transportation Authority, the Commuter Rail Board, the
7Suburban Bus Board, and the Chicago Transit Authority; the
8consolidation of mass transit services may provide citizens
9with a more effective and cost efficient means of public
10transportation; therefore, be it
 
11    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
12NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
13SENATE CONCURRING HEREIN, that the Mass Transit Consolidation
14Commission is created for the purpose of researching and
15discussing whether the Regional Transportation Authority, the
16Commuter Rail Board, the Suburban Bus Board, and the Chicago
17Transit Authority should be consolidated under one
18governmental structure; and be it further
 
19    RESOLVED, That the Commission shall be composed of 16
20voting members as follows:
21        (1) 2 members of the Illinois House of Representatives,
22    one appointed by the Speaker of the House and one appointed

1    by the House Minority Leader;
2        (2) 2 members of the Illinois Senate, one appointed by
3    the Senate President and one appointed by the Senate
4    Minority Leader;
5        (3) 2 public members appointed by the Governor;
6        (4) 5 members whose residences are located in DuPage,
7    Kane, Lake, McHenry, or Will County, one appointed by the
8    county chairperson in each of those counties;
9        (5) 2 members whose residences are located in Cook
10    County, each appointed by the chairperson of Cook County;
11        (6) 2 members of the Amalgamated Transit Union, each
12    appointed by the Governor; and
13        (7) one member whose residence is located in the area
14    served by the Suburban Bus Board appointed by the
15    chairperson of the Suburban Bus Board; and be it further
 
16    RESOLVED, That the Governor of the State of Illinois shall
17appoint one non-voting member to serve as the chair of the
18Commission; and be it further
 
19    RESOLVED, That a person appointed as a public member of the
20Commission must have expertise and experience in the area of
21public transportation; and be it further
 
22    RESOLVED, That a member of the Commission is not entitled
23to compensation but is entitled to reimbursement for the travel

1expenses incurred by the member while transacting Commission
2business; and be it further
 
3    RESOLVED, That the Commission shall meet at least monthly
4at the times and places that the chair designates; and be it
5further
 
6    RESOLVED, That a majority of the members of the Commission
7constitute a quorum for transacting Commission business; and be
8it further
 
9    RESOLVED, That the Commission shall prepare and issue a
10report to the Governor and the General Assembly by July 1,
112012, setting forth the findings and conclusions of the
12Commission concerning whether viable and sustainable transit
13service can be provided for the northeast region of the State;
14and be it further
 
15    RESOLVED, That the report must include an outline of the
16Commission's meetings and any recommendations for legislation
17that may be necessary to implement the consolidation of mass
18transit services if the Commission finds that consolidation is
19necessary; and be it further
 
20    RESOLVED, That the Commission must hold at least one public
21hearing in each of the counties served by the Regional

1Transportation Authority, the Commuter Rail Board, the
2Suburban Bus Board, and the Chicago Transit Authority in order
3to receive public input concerning the consolidation of mass
4transit services; and be it further
 
5    RESOLVED, That the Illinois Department of Transportation
6shall provide administrative and other support to the
7Commission.
