HOUSE JOINT RESOLUTION

 
2    WHEREAS, With the State's current dire financial
3situation, the reduction of State expenses must be implemented
4wherever possible; and
 
5    WHEREAS, Suggestions have been made that reductions could
6be made by reducing expenses of State boards and commissions
7and the compensation paid to the members of those entities; and
 
8    WHEREAS, The General Assembly should conduct a thorough
9analysis of expenses incurred by State boards and commissions,
10including expenses resulting from compensation paid to members
11of those entities, to determine where a reduction or
12elimination of expenses may be made; therefore, be it
 
13    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
14NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
15SENATE CONCURRING HEREIN, that there is created a bipartisan
16Boards and Commissions Advisory Panel for the purpose of
17conducting an exhaustive analysis of all statutorily created
18advisory panels, authorities, boards, commissions, committees,
19councils, and task forces to determine where cost savings may
20be made; and be it further
 
21    RESOLVED, That the Boards and Commissions Advisory Panel

1shall, at a minimum, review the activity status of all
2statutorily created advisory panels, authorities, boards,
3commissions, committees, councils, and task forces to
4determine if all vacancies on these entities have been filled,
5if these entities are meeting, and how members of these
6entities are compensated and to calculate the various expenses
7of these entities; and be it further
 
8    RESOLVED, That the Advisory Panel shall report its findings
9and recommendations for reductions to the General Assembly by
10filing a report with the Secretary of the Senate and the Clerk
11of the House of Representatives before June 30, 2012; and be it
12further
 
13    RESOLVED, That the Advisory Panel shall have 12 voting
14members, as follows: 3 members of the Senate appointed by the
15President of the Senate, 3 members of the Senate appointed by
16the Senate Minority Leader, 3 members of the House of
17Representatives appointed by the Speaker of the House of
18Representatives, and 3 members of the House of Representatives
19appointed by the Minority Leader of the House of
20Representatives; and be it further
 
21    RESOLVED, That the Governor, or his or her designee, shall
22serve as an ex-officio, non-voting member of the Advisory
23Panel; and be it further

1    RESOLVED, That one member from each political party shall
2be selected by the Advisory Panel members to serve as a
3co-chairperson; and be it further
 
4    RESOLVED, That the Advisory Panel shall meet at the call of
5the co-chairpersons and that the members shall serve without
6compensation; and be it further
 
7    RESOLVED, That all actions of the Advisory Panel require
8the affirmative vote of at least 7 voting members; and be it
9further
 
10    RESOLVED, That the Governor's Office of Executive
11Appointments shall provide staff support to the Advisory Panel;
12and be it further
 
13    RESOLVED, That a suitable copy of this resolution be
14delivered to the Governor of the State of Illinois.
