SYNOPSIS AS INTRODUCED:

30 ILCS 705/4.3 new

Amends the Illinois Grant Funds Recovery Act. Provides that all discretionary grant programs for the purposes of renewable energy, green initiatives, or environmental safety administered by the Environmental Protection Agency or the Department of Commerce and Economic Opportunity are terminated, and the Comptroller shall order transferred, and the Treasurer shall transfer, into the General Revenue Fund all amounts that are designated for the making of grants under those programs and that are held in a special fund.. Effective immediately.

AN ACT concerning finance.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The Illinois Grant Funds Recovery Act is amended by adding Section 4.3 as follows:

(30 ILCS 705/4.3 new)

Sec. 4.3. Termination of discretionary grant programs. Notwithstanding any other law to the contrary, on and after the effective date of this amendatory Act of the 97th General Assembly, all discretionary grant programs for the purposes of renewable energy, green initiatives, or environmental safety administered by the Environmental Protection Agency or the Department of Commerce and Economic Opportunity are terminated, and the Comptroller shall order transferred, and the Treasurer shall transfer, into the General Revenue Fund all amounts that are designated for the making of grants under those programs and that are held in a special fund.

For the purposes of this Section, a "discretionary grant program" means a program that gives the agency that administers the program discretion over to whom the grant funds are dispensed. The term "the purposes of renewable energy, green initiatives, or environmental safety" includes, but is not limited to, the following purposes: clean lakes enforcement, electric efficiency, electric vehicle industry development, food scrap composting, green fleets, green industry business development, green infrastructure, green manufacturing, green roofs, pollution control, recycling, and thermal efficiency for public facilities.

Section 99. Effective date. This Act takes effect upon becoming law.
