SYNOPSIS AS INTRODUCED:
 
30 ILCS 705/4.3 new

    Amends the Illinois Grant Funds Recovery Act. Provides that all discretionary grant programs for the purposes of renewable energy, green initiatives, or environmental safety administered by the Environmental Protection Agency or the Department of Commerce and Economic Opportunity are terminated, and the Comptroller shall order transferred, and the Treasurer shall transfer, into the General Revenue Fund all amounts that are designated for the making of grants under those programs and that are held in a special fund.. Effective immediately.

1    AN ACT concerning finance.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Grant Funds Recovery Act is amended
5by adding Section 4.3 as follows:
 
6    (30 ILCS 705/4.3 new)
7    Sec. 4.3. Termination of discretionary grant programs.
8Notwithstanding any other law to the contrary, on and after the
9effective date of this amendatory Act of the 97th General
10Assembly, all discretionary grant programs for the purposes of
11renewable energy, green initiatives, or environmental safety
12administered by the Environmental Protection Agency or the
13Department of Commerce and Economic Opportunity are
14terminated, and the Comptroller shall order transferred, and
15the Treasurer shall transfer, into the General Revenue Fund all
16amounts that are designated for the making of grants under
17those programs and that are held in a special fund.
18    For the purposes of this Section, a "discretionary grant
19program" means a program that gives the agency that administers
20the program discretion over to whom the grant funds are
21dispensed. The term "the purposes of renewable energy, green
22initiatives, or environmental safety" includes, but is not
23limited to, the following purposes: clean lakes enforcement,

1electric efficiency, electric vehicle industry development,
2food scrap composting, green fleets, green industry business
3development, green infrastructure, green manufacturing, green
4roofs, pollution control, recycling, and thermal efficiency
5for public facilities.
 
6    Section 99. Effective date. This Act takes effect upon
7becoming law.
