SYNOPSIS AS INTRODUCED:

    Amends various Acts relating to the governance of public universities in Illinois. Requires each university to submit to the Board of Higher Education, General Assembly, and Governor an annual report no later than June 30 of each year outlining any tuition increases for the upcoming academic year and listing the closure of academic programs and other cost-saving measures undertaken by the university during the previous fiscal year. Amends the Board of Higher Education Act. Requires the Board of Higher Education to publicize the reports on its Internet website and to provide an opportunity for public comment on the reports at one of its regularly scheduled Board meetings. Effective immediately.

1     AN ACT concerning education.

2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:

4     Section 5. The Board of Higher Education Act is amended by
5 adding Section 9.34 as follows:

6     (110 ILCS 205/9.34 new)
7     Sec. 9.34. Reports regarding tuition and programs. The
8 Board must publicize on its Internet website the reports
9 required under Section 80 of the University of Illinois Act,
10 Section 65 of the Southern Illinois University Management Act,
11 Section 5-175 of the Chicago State University Law, Section
12 10-175 of the Eastern Illinois University Law, Section 15-175
13 of the Governors State University Law, Section 20-180 of the
14 Illinois State University Law, Section 25-175 of the
15 Northeastern Illinois University Law, Section 30-185 of the
16 Northern Illinois University Law, and Section 35-180 of the
17 Western Illinois University Law.
18     The Board must provide an opportunity for public comment on
19 the reports at one of its regularly scheduled Board meetings.

20     Section 10. The University of Illinois Act is amended by
21 adding Section 80 as follows:

2     Sec. 80. Report regarding tuition and programs. The
3 University must submit to the Board of Higher Education,
4 General Assembly, and Governor an annual report no later than
5 June 30 of each year outlining any tuition increases for the
6 upcoming academic year and listing the closure of academic
7 programs and other cost-saving measures undertaken by the
8 University during the previous fiscal year.

9     Section 15. The Southern Illinois University Management
10 Act is amended by adding Section 65 as follows:

12     Sec. 65. Report regarding tuition and programs. The
13 University must submit to the Board of Higher Education,
14 General Assembly, and Governor an annual report no later than
15 June 30 of each year outlining any tuition increases for the
16 upcoming academic year and listing the closure of academic
17 programs and other cost-saving measures undertaken by the
18 University during the previous fiscal year.

19     Section 20. The Chicago State University Law is amended by
20 adding Section 5-175 as follows:

7     Section 25. The Eastern Illinois University Law is amended
8 by adding Section 10-175 as follows:

10     Sec. 10-175. Report regarding tuition and programs. The
11 University must submit to the Board of Higher Education,
12 General Assembly, and Governor an annual report no later than
13 June 30 of each year outlining any tuition increases for the
14 upcoming academic year and listing the closure of academic
15 programs and other cost-saving measures undertaken by the
16 University during the previous fiscal year.

17     Section 30. The Governors State University Law is amended
18 by adding Section 15-175 as follows:

20     Sec. 15-175. Report regarding tuition and programs. The
21 University must submit to the Board of Higher Education,
22 General Assembly, and Governor an annual report no later than

2 upcoming academic year and listing the closure of academic
3 programs and other cost-saving measures undertaken by the
4 University during the previous fiscal year.

5     Section 35. The Illinois State University Law is amended by
6 adding Section 20-180 as follows:

8     Sec. 20-180. Report regarding tuition and programs. The
9 University must submit to the Board of Higher Education,
10 General Assembly, and Governor an annual report no later than
11 June 30 of each year outlining any tuition increases for the
12 upcoming academic year and listing the closure of academic
13 programs and other cost-saving measures undertaken by the
14 University during the previous fiscal year.

15     Section 40. The Northeastern Illinois University Law is
16 amended by adding Section 25-175 as follows:

18     Sec. 25-175. Report regarding tuition and programs. The
19 University must submit to the Board of Higher Education,
20 General Assembly, and Governor an annual report no later than
21 June 30 of each year outlining any tuition increases for the

3     Section 45. The Northern Illinois University Law is amended
4 by adding Section 30-185 as follows:

6     Sec. 30-185. Report regarding tuition and programs. The
7 University must submit to the Board of Higher Education,
8 General Assembly, and Governor an annual report no later than
9 June 30 of each year outlining any tuition increases for the
10 upcoming academic year and listing the closure of academic
11 programs and other cost-saving measures undertaken by the
12 University during the previous fiscal year.

13     Section 50. The Western Illinois University Law is amended
14 by adding Section 35-180 as follows:

15     (110 ILCS 690/35-180 new)
16     Sec. 35-180. Report regarding tuition and programs. The
17 University must submit to the Board of Higher Education,
18 General Assembly, and Governor an annual report no later than
19 June 30 of each year outlining any tuition increases for the
20 upcoming academic year and listing the closure of academic
21 programs and other cost-saving measures undertaken by the
22 University during the previous fiscal year.

1     Section 99. Effective date. This Act takes effect upon
2 becoming law.
