SYNOPSIS AS INTRODUCED:
 
625 ILCS 5/11-801  from Ch. 95 1/2, par. 11-801

    Amends the Illinois Vehicle Code. Provides that where a marked flush median of sufficient width divides one or more lanes of traffic driving in opposite directions, a left turn shall not be made from any other lane and that a vehicle shall not be driven in the marked flush median except when preparing for or making a left turn from or into the roadway, driveway, or alley or when preparing for or making a U turn when otherwise permitted by law. Effective immediately.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Vehicle Code is amended by changing
5Section 11-801 as follows:
 
6    (625 ILCS 5/11-801)  (from Ch. 95 1/2, par. 11-801)
7    Sec. 11-801. Required position and method of turning. (a)
8The driver of a vehicle intending to turn at an intersection
9shall do so as follows:
10    (1) Both the approach for a right turn and a right turn
11shall be made as close as practical to the right-hand curb or
12edge of the roadway.
13    (2) The driver of a vehicle intending to turn left at any
14intersection shall approach the intersection in the extreme
15left-hand lane lawfully available to traffic moving in the
16direction of travel of such vehicle, and after entering the
17intersection, the left turn shall be made so as to leave the
18intersection in a lane lawfully available to traffic moving in
19such direction upon the roadway being entered. Whenever
20practicable the left turn shall be made in that portion of the
21intersection to the left of the center of the intersection.
22    (3) The Department and local authorities in their
23respective jurisdictions may cause official traffic control

1devices to be placed within or adjacent to intersections and
2thereby require and direct that a different course from that
3specified in this Section be traveled by vehicles turning at an
4intersection, and when such devices are so placed no driver of
5a vehicle shall turn a vehicle at an intersection other than as
6directed and required by such devices.
7    (b) Two-way left turn lanes. Where a special lane for
8making left turns by drivers proceeding in opposite directions
9has been indicated by official traffic-control devices:
10    (1) A left turn shall not be made from any other lane.
11    (2) A vehicle shall not be driven in the lane except when
12preparing for or making a left turn from or into the roadway or
13when preparing for or making a U turn when otherwise permitted
14by law.
15    (b-5) Marked flush medians. Where a marked flush median of
16sufficient width divides one or more lanes of traffic driving
17in opposite directions:
18    (1) A left turn shall not be made from any other lane.
19    (2) A vehicle shall not be driven in the marked flush
20median except when preparing for or making a left turn from or
21into the roadway, driveway, or alley or when preparing for or
22making a U turn when otherwise permitted by law.
23    (c) When a motor vehicle and a mass transit bus are
24traveling in the same direction on the same multi-laned
25highway, street or road, the operator of the motor vehicle
26overtaking such bus, which is stopped at an intersection on the

1right side of the roadway to receive or discharge passengers,
2shall pass to the left of the bus at a safe distance and shall
3not turn to the right in front of the bus at that intersection.

5    Section 99. Effective date. This Act takes effect upon
6becoming law.
