HOUSE RESOLUTION

 
2    WHEREAS, Science and healthcare are ever-evolving fields;
3and
 
4    WHEREAS, Healthcare costs keep increasing past what is
5affordable for our citizens; and
 
6    WHEREAS, It is important for Illinois to be a leader in the
7fields of healthcare and medical research for the betterment of
8its citizens and the creation of jobs; therefore, be it
 
9    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
10HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
11there is created the Task Force on Life and Health Sciences to
12study the future of healthcare and medical research, which
13depends on manufacturing, education, and innovation in the life
14and health sciences; and be it further
 
15    RESOLVED, That the Task Force shall study the following:
16        (1) How to develop a strategic plan for Illinois to
17    encourage, incentivize, and promote life and health
18    sciences;
19        (2) How we can use current university and private
20    resources to bolster medical innovation;
21        (3) How we can educate the general public on medical

1    health and wellness, offer opportunities and advancements,
2    and create a plan for the anticipated costs of treatment in
3    the future;
4        (4) What infrastructure we have and need in Illinois to
5    support innovation and growth;
6        (5) What educational degrees and training are
7    available and should be developed or encouraged for the
8    future welfare and development of our State; and
9        (6) What current manufacturing assets and capital
10    needs exist to support life science innovation,
11    incubators, and existing companies; and be it further
 
12    RESOLVED, That the Task Force shall consist of the
13following members, who shall serve without compensation:
14        (1) Five members of the House of Representatives
15    appointed by the Speaker of the House;
16        (2) Five members of the House of Representatives
17    appointed by the Minority Leader of the House;
18        (3) One member representing a state healthcare agency
19    appointed by the State Representatives who have been
20    appointed to the board;
21        (4) One member representing the private healthcare
22    industry appointed by the State Representatives who have
23    been appointed to the board;
24        (5) One member representing the transportation
25    industry appointed by the State Representatives who have

1    been appointed to the board;
2        (6) One member representing the labor industry
3    appointed by the State Representatives who have been
4    appointed to the board;
5        (7) One member representing a state university
6    appointed by the State Representatives who have been
7    appointed to the board;
8        (8) One member representing a state community college
9    appointed by the State Representatives who have been
10    appointed to the board; and
11        (9) Two members representing the private sector in
12    medical research appointed by the State Representatives
13    who have been appointed to the board; and be it further
 
14    RESOLVED, That the Task Force shall meet for the first time
15at the call of the legislative leaders and shall elect amongst
16themselves a chairperson at the first meeting; and be it
17further
 
18    RESOLVED, That the Task Force shall meet no less than once
19a month for the 12 months following the first meeting; and be
20it further
 
21    RESOLVED, That the Illinois Department of Health and the
22Illinois Department on Healthcare and Family Services shall
23provide administrative support to the Task Force; and be it

2    RESOLVED, That the Task Force shall present its findings
3and recommendations to the Governor and the General Assembly no
4later than November 1, 2020, and, upon the filing of its
5report, is dissolved.
