HOUSE RESOLUTION

WHEREAS, Science and healthcare are ever-evolving fields; and

WHEREAS, Healthcare costs keep increasing past what is affordable for our citizens; and

WHEREAS, It is important for Illinois to be a leader in the fields of healthcare and medical research for the betterment of its citizens and the creation of jobs; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that there is created the Task Force on Life and Health Sciences to study the future of healthcare and medical research, which depends on manufacturing, education, and innovation in the life and health sciences; and be it further

RESOLVED, That the Task Force shall study the following:

(1) How to develop a strategic plan for Illinois to encourage, incentivize, and promote life and health sciences;

(2) How we can use current university and private resources to bolster medical innovation;

(3) How we can educate the general public on medical health and wellness, offer opportunities and advancements, and create a plan for the anticipated costs of treatment in the future;

(4) What infrastructure we have and need in Illinois to support innovation and growth;

(5) What educational degrees and training are available and should be developed or encouraged for the future welfare and development of our State; and

(6) What current manufacturing assets and capital needs exist to support life science innovation, incubators, and existing companies; and be it further

RESOLVED, That the Task Force shall consist of the following members, who shall serve without compensation:

(1) Five members of the House of Representatives appointed by the Speaker of the House;

(2) Five members of the House of Representatives appointed by the Minority Leader of the House;

(3) One member representing a state healthcare agency appointed by the State Representatives who have been appointed to the board;

(4) One member representing the private healthcare industry appointed by the State Representatives who have been appointed to the board;

(5) One member representing the transportation industry appointed by the State Representatives who have been appointed to the board;

(6) One member representing the labor industry appointed by the State Representatives who have been appointed to the board;

(7) One member representing a state university appointed by the State Representatives who have been appointed to the board;

(8) One member representing a state community college appointed by the State Representatives who have been appointed to the board; and

(9) Two members representing the private sector in medical research appointed by the State Representatives who have been appointed to the board; and be it further

RESOLVED, That the Task Force shall meet for the first time at the call of the legislative leaders and shall elect amongst themselves a chairperson at the first meeting; and be it further

RESOLVED, That the Task Force shall meet no less than once a month for the 12 months following the first meeting; and be it further

RESOLVED, That the Illinois Department of Health and the Illinois Department on Healthcare and Family Services shall provide administrative support to the Task Force; and be it further

RESOLVED, That the Task Force shall present its findings and recommendations to the Governor and the General Assembly no later than November 1, 2020, and, upon the filing of its report, is dissolved.
