SENATE RESOLUTION

 
2     WHEREAS, The U.S. Environmental Protection Agency and
3 others are encouraging Americans to switch to compact
4 fluorescent lamps ("CFLs") to save energy and reduce greenhouse
5 gas emissions; and
 
6     WHEREAS, CFLs contain a small amount of mercury sealed
7 within glass tubing; and
 
8     WHEREAS, Spent CFLs should be recycled rather disposed of
9 in regular household trash to help prevent the release of
10 mercury to the environment; and
 
11     WHEREAS, There is not a convenient and widely accessible
12 network of facilities for the collection and recycling of CFLs
13 at the end of their useful life; and
 
14     WHEREAS, It is difficult for households and consumers to
15 find specific information on the mercury content of CFLs and
16 options for recycling the spent lamps; therefore, be it
 
17     RESOLVED, BY THE SENATE OF THE NINETY-SIXTH GENERAL
18 ASSEMBLY OF THE STATE OF ILLINOIS, that we urge the U.S.
19 Environmental Protection Agency to work with lamp
20 manufacturers, retailers, utilities, and state and local

1 governments to expand the opportunities to recycle spent CFLs
2 generated by households and consumers; and be it further
 
3     RESOLVED, That the Federal Trade Commission strengthen the
4 lamp labeling requirements for CFL packaging in a manner that
5 will provide more detailed information about the mercury and
6 lead content of CFLs and advise consumers to recycle spent CFLs
7 instead of placing them in the trash; and be it further
 
8     RESOLVED, That suitable copies of this resolution be
9 delivered to the U.S. Environmental Protection Agency and the
10 Federal Trade Commission.
