SYNOPSIS AS INTRODUCED:
 
20 ILCS 2310/2310-640 new

    Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Provides that the Department of Public Health shall establish, promote, and maintain an information program concerning bladder cancer in firefighters in order to encourage firefighters to secure medical care for malignant conditions caused by occupational exposure to hazardous materials. Provides that the program shall be conducted in the City of Chicago, one suburban county selected by the Department, and one downstate county selected by the Department. Provides that the Department may designate and may enter into contracts with providers of health care and bladder cancer testing materials for the purpose of creating screening programs. Effective immediately.

1     AN ACT concerning public health.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Department of Public Health Powers and
5 Duties Law of the Civil Administrative Code of Illinois is
6 amended by adding Section 2310-640 as follows:
 
7     (20 ILCS 2310/2310-640 new)
8     Sec. 2310-640. Bladder cancer screening program;
9 firefighters. Subject to appropriation, the Department of
10 Public Health shall establish, promote, and maintain a public
11 information program concerning the incidence of bladder cancer
12 in firefighters in order to encourage firefighters to secure
13 medical care for the prevention and treatment of any malignant
14 conditions caused by occupational exposure to hazardous
15 materials. The program shall be conducted in the City of
16 Chicago, one suburban county selected by the Department, and
17 one downstate county selected by the Department. The program
18 shall include, but not be limited to, pre-employment testing,
19 annual testing, other follow-up testing as may be recommended
20 by the Department, and data collection of all incidences of
21 bladder cancer in firefighters.
22     All participation by firefighters in the program
23 established by this Act shall be voluntary. The program shall

1 emphasize the need for annual testing and the need to remain
2 informed about additional developments relating to links
3 between firefighter's occupational exposure to hazardous
4 materials and bladder cancer.
5     The Department may designate and may enter into contracts
6 with providers of health care and bladder cancer testing
7 materials for the purpose of creating screening programs for
8 firefighters. In choosing such provider, the Department shall
9 consider the provider's compliance with State and federal
10 standards, the provider's geographical location, and the
11 capacity of the provider to properly screen for bladder cancer
12 using the most accurate and economically efficient means
13 available.
 
14     Section 99. Effective date. This Act takes effect upon
15 becoming law.
