HOUSE RESOLUTION

 
2     WHEREAS, The members of the Illinois House of
3 Representatives are saddened to learn of the death of Louis
4 Frederick Welch of Urbana, who passed away on March 13, 2009;
5 and
 
6     WHEREAS, He was born at Linden, Tennessee, on March 29,
7 1931, to Louis and Hilda Houston Welch; and
 
8     WHEREAS, He graduated from the University of Tennessee,
9 Auburn University, and Iowa State University; he was a member
10 of Alpha Gamma Rho fraternity, Gamma Sigma Delta, Alpha Zeta,
11 Phi Kappa Phi, and Sigma Xi; and
 
12     WHEREAS, He was elected a fellow in the Soil Science
13 Society of America and in the American Society of Agronomy; he
14 worked at the Georgia Experiment Station, the United States
15 Department of Agriculture, and the agronomy department at the
16 University of Illinois; his research dealt with soil fertility
17 and fertilizers; he retired from the U of I in 1990; since
18 retirement, Marilyn and Fred have enjoyed travel, collecting
19 seashells, and fossilized shark teeth; and
 
20     WHEREAS, Fred Welch truly "had never met a stranger" and
21 "never had a bad day"; and

1     WHEREAS, After getting involved in politics by
2 volunteering to put up yard signs, he became a tireless
3 advocate for the Republican party establishing the Champaign
4 County Active Senior Republicans, an organization which served
5 as a model for the State Republican party as well; and
 
6     WHEREAS, He was preceded in death by his parents; and his
7 sister, Patsy Peach; and
 
8     WHEREAS, He is survived by his beloved wife, Marilyn, whom
9 he married in 1956 at Cherokee, Alabama; his three sons,
10 Charles Welch, Tom Welch, and Steven Welch; his five
11 granddaughters and three grandsons; his sister, Mae Phy; and
12 his brother, Ted; therefore, be it
 
13     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
14 NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
15 mourn, along with his family and friends, the passing of Louis
16 Frederick Welch; and be it further
 
17     RESOLVED, That a suitable copy of this resolution be
18 presented to the family of Louis Frederick Welch as a symbol of
19 our sincere sympathy.
