HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of Representatives are pleased to congratulate Phillip R. Ulmer, McHenry County Probation and Court Services Department Director, on his retirement, December 31, 2010; and

WHEREAS, He graduated from Milton College in 1969 with a Bachelor of Arts degree in Sociology and received his Master of Arts degree in Management from Webster College in 1980; and

WHEREAS, During his time with the McHenry County Probation and Court Services Department, he was instrumental in the computer automation of the department records, implementing specialty adult probation services such as intensive supervision, special drug, and DUI probation programs to increase offender accountability and public safety; and

WHEREAS, The McHenry County Probation and Court Services Department serves the 22nd Judicial Circuit and the citizens of McHenry County; and

WHEREAS, Mr. Ulmer has been a longtime member of the Illinois Probation and Court Services Association and received the Gene Hughes Service Award in 1980, for his distinguished service; he also served as the Board Secretary for the Illinois Probation and Court Services Association from 1994 to 1998; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Phillip Ulmer on his retirement and wish him the best in his future endeavors; and be it further

RESOLVED, That a suitable copy of this resolution be presented to Phillip Ulmer as a symbol of our respect and esteem.
