HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of Representatives are pleased to congratulate Jay R. Naftzger, Esquire, of Naperville, on his retirement from the Illinois Comprehensive Health Insurance Plan (CHIP) Board; and

WHEREAS, He is a lawyer and currently a Visiting Associate Professor at Northern Illinois University, College of Law; and

WHEREAS, His legal career began in a private law firm in St. Paul, Minnesota; he later moved on to become Associate Counsel of Rush Prudential Insurance Company of America, then Vice President and General Counsel of Rush Prudential Health Plans in Chicago; and

WHEREAS, After Rush Prudential was purchased by WellPoint Health Networks Inc., he became a Vice President in WellPoint's legal department and functioned as General Counsel for, and as a member of, several Boards of Directors of WellPoint subsidiaries; and

WHEREAS, He is a past Chair and current Board Member of the Illinois HMO Guaranty Association, and he is a past Chair of the American Bar Association's Health Law Committee of the Tort and Insurance Practice Section; and

WHEREAS, He has been an Adjunct Professor at DePaul University's College of Law; he is admitted to practice law in Illinois, Minnesota (non-resident), and the United States Supreme Court; and

WHEREAS, He was first appointed to the CHIP Board on May 1, 1999; he has served as Chairman of the Personnel Committee; and he is on the Assessment Committee, Finance Committee, Evaluation Committee, and the Underwriting and Carrier Oversight Committee; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Jay Naftzger on his retirement from the Illinois Comprehensive Health Insurance Plan (CHIP) Board and wish him all the best in his future endeavors; and be it further

RESOLVED, That a suitable copy of this resolution be presented to Jay Naftzger as a symbol of our respect and esteem.
