HOUSE RESOLUTION

 
2     WHEREAS, The members of the Illinois House of
3 Representatives are pleased to congratulate Jay R. Naftzger,
4 Esquire, of Naperville, on his retirement from the Illinois
5 Comprehensive Health Insurance Plan (CHIP) Board; and
 
6     WHEREAS, He is a lawyer and currently a Visiting Associate
7 Professor at Northern Illinois University, College of Law; and
 
8     WHEREAS, His legal career began in a private law firm in
9 St. Paul, Minnesota; he later moved on to become Associate
10 Counsel of Rush Prudential Insurance Company of America, then
11 Vice President and General Counsel of Rush Prudential Health
12 Plans in Chicago; and
 
13     WHEREAS, After Rush Prudential was purchased by WellPoint
14 Health Networks Inc., he became a Vice President in WellPoint's
15 legal department and functioned as General Counsel for, and as
16 a member of, several Boards of Directors of WellPoint
17 subsidiaries; and
 
18     WHEREAS, He is a past Chair and current Board Member of the
19 Illinois HMO Guaranty Association, and he is a past Chair of
20 the American Bar Association's Health Law Committee of the Tort
21 and Insurance Practice Section; and

1     WHEREAS, He has been an Adjunct Professor at DePaul
2 University's College of Law; he is admitted to practice law in
3 Illinois, Minnesota (non-resident), and the United States
4 Supreme Court; and
 
5     WHEREAS, He was first appointed to the CHIP Board on May 1,
6 1999; he has served as Chairman of the Personnel Committee; and
7 he is on the Assessment Committee, Finance Committee,
8 Evaluation Committee, and the Underwriting and Carrier
9 Oversight Committee; therefore, be it
 
10     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
11 NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
12 congratulate Jay Naftzger on his retirement from the Illinois
13 Comprehensive Health Insurance Plan (CHIP) Board and wish him
14 all the best in his future endeavors; and be it further
 
15     RESOLVED, That a suitable copy of this resolution be
16 presented to Jay Naftzger as a symbol of our respect and
17 esteem.
