HOUSE RESOLUTION

 
2     WHEREAS, Horses bound for slaughter are shipped,
3 frequently for long distances, in a manner that fails to
4 accommodate their unique temperament; they are often not
5 rested, fed, or watered during travel; and
 
6     WHEREAS, The Animal Welfare Institute reported that 92.3
7 percent of horses arriving at slaughter plants in this country
8 in recent years were deemed to be in "good" condition,
9 according to the U.S. Department of Agriculture's Guidelines
10 for Handling and Transporting Equines to Slaughter; and
 
11     WHEREAS, The horse slaughter industry makes a greater
12 profit off of healthy horses and therefore purposely seeks out
13 such animals; and
 
14     WHEREAS, Hundreds of horse rescue organizations operate
15 around the country, and additional facilities are being
16 established to accommodate horses, while sick and elderly
17 horses may be euthanized by a licensed veterinarian; and
 
18     WHEREAS, A federal law prohibiting horse slaughter is
19 imperative to ensure slaughterhouses are not allowed to
20 relocate to states with weaker laws and to prevent horses from
21 being exported en masse for slaughter in other countries;

1 therefore, be it
 
2     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
3 NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
4 respectfully urge all members of the Illinois Congressional
5 delegation to oppose the continuation of horse slaughter in the
6 United States; and be it further
 
7     RESOLVED, That we respectfully urge the Congress of the
8 United States to oppose new horse slaughter facilities on both
9 the state and national level; and be it further
 
10     RESOLVED, That we respectfully urge the United States House
11 of Representatives and Senate to support H.R. 503 and S. 727 of
12 the 111th Congress and to oppose the slaughter of horses for
13 human consumption and the domestic and international transport
14 of live horses or horseflesh for human consumption; and be it
15 further
 
16     RESOLVED, That copies of this resolution be sent to each
17 member of the Illinois Congressional delegation, the Majority
18 Leader of the United States Senate, and the Speaker of the
19 United States House of Representatives.
