HOUSE RESOLUTION

 
2     WHEREAS, The State of Illinois is facing an estimated $13
3 billion deficit entering into Fiscal Year 2011; and
 
4     WHEREAS, Illinois' lagging economy has slowed revenues to
5 the State Treasury to pay bills, which has affected
6 individuals, families, and in particular Illinois' public
7 school system; and
 
8     WHEREAS, The backlog of past due bills for school districts
9 in March 2010 is over $800 million and is expected to increase;
10 and
 
11     WHEREAS, The delayed State payments to school districts is
12 making it difficult for school boards to maintain balanced
13 budgets in the current fiscal year as required by law; and
 
14     WHEREAS, The State Comptroller's current policy is to delay
15 processing payments to school districts for mandated
16 categorical services, such as to the six special education
17 programs and reimbursement for transportation services, until
18 such time as there is sufficient revenue to pay school
19 districts for all of these programs in full on a quarterly
20 basis; and

1     WHEREAS, The State Comptroller's payment policy is causing
2 financial distress for school districts; therefore, be it
 
3     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
4 NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
5 urge the State Comptroller to change his payment policy to make
6 payments to school districts for mandated categorical services
7 by program when adequate funding becomes available; and be it
8 further
 
9     RESOLVED, That a suitable copy of this resolution be
10 forwarded to the State Comptroller.
