SYNOPSIS AS INTRODUCED:
 
20 ILCS 3130/20 new

    Amends the Green Buildings Act. Establishes the Green Buildings Task Force within the Capital Development Board to evaluate the State's financial and environmental costs and achievements under the Act through fiscal year 2015 and as anticipated through fiscal year 2020. Requires the Task Force to report its evaluation and recommendations for legislative changes to the Governor and General Assembly by December 31, 2016.

1     AN ACT concerning State government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Green Buildings Act is amended by adding
5 Section 20 as follows:
 
6     (20 ILCS 3130/20 new)
7     Sec. 20. Task Force.
8     (a) The Green Buildings Task Force is established within
9 the Board to evaluate the implementation and administration of
10 this Act and to make recommendations for legislative changes.
11 The Board shall provide staff assistance and technical support
12 to the Task Force.
13     (b) The executive director of the Board shall serve as
14 chairperson of the Task Force. The Governor shall appoint the
15 remaining 6 members of the Task force, each of whom shall have
16 professional credentials and experience in at least one of the
17 following areas: (i) green construction and engineering, (ii)
18 procurement of energy-efficient and environment-friendly
19 building materials and fixtures, and (iii) public finance and
20 budgeting. The Task Force shall meet at the call of the
21 chairperson. Members shall receive no compensation for service
22 on the Task Force but shall be reimbursed from appropriations
23 to the Board for reasonable expenses incurred in the

1 performance of their duties.
2     (c) The Task Force shall evaluate, on a fiscal year basis
3 through June 30, 2015, the State's financial costs and savings
4 and environmental costs and achievements in the implementation
5 and administration of this Act and shall project the
6 anticipated status of those same elements under the Act through
7 fiscal year 2020.
8     (d) By December 31, 2016, the Task Force shall report to
9 the Governor and the General Assembly its evaluation, its
10 projection, and any recommendations for legislative changes to
11 achieve or modify the financial and environmental goals of this
12 Act.
