SYNOPSIS AS INTRODUCED:
 
25 ILCS 145/5.10 new

    Amends the Legislative Information System Act. Requires LIS to create and maintain a Legislative Ideas Forum to allow citizens to make suggestions and comments concerning legislative ideas and pending legislation. Citizens will be identified on the Forum only by username. Requires LIS to monitor submissions and decline to post those with inappropriate language or that are libelous. Allows Senators and Representatives to request that posts originating from their district be forwarded to them electronically. Effective immediately.

1     AN ACT concerning State government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Legislative Information System Act is
5 amended by adding Section 5.10 as follows:
 
6     (25 ILCS 145/5.10 new)
7     Sec. 5.10. Legislative Ideas Forum.
8     (a) The Legislative Information System (LIS) shall create
9 and maintain a website for a Legislative Ideas Forum. The Forum
10 website shall be accessible through a link on the General
11 Assembly's website home page.
12     (b) The purpose of the Forum is to allow citizens to make
13 suggestions and comments concerning legislative ideas and
14 pending legislation.
15     (c) To be eligible to post on the Forum, a citizen must
16 register with LIS by providing his or her name, residential
17 address, and e-mail address and must obtain from LIS a unique
18 username and a unique password. A citizen shall be identified
19 on the Forum only by username.
20     (d) LIS shall monitor submissions for posting and shall
21 decline to post on the Forum any submission that contains
22 inappropriate language or that is libelous.
23     (e) A Senator or Representative may request LIS to

1 electronically forward to the Senator or Representative all
2 posts originating from the Senator's or Representative's
3 respective Legislative or Representative District based on the
4 poster's residential address.
 
5     Section 99. Effective date. This Act takes effect upon
6 becoming law.
