SYNOPSIS AS INTRODUCED:
 
25 ILCS 155/4.5 new

    Amends the Commission on Government Forecasting and Accountability Act. Creates the Select Medical Oversight Committee within the Commission with public members appointed by the legislative leaders. Members of the Committee may not include sitting members of the General Assembly. Provides for the Committee to review State medical care programs and services provided, arranged, or procured by State agencies and to review policies, procedures, and operations of the programs and services related to the provision, arrangement, or procurement of medical care by the State. Requires annual and other reporting. Contains other provisions.

1     AN ACT concerning medical oversight.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Commission on Government Forecasting and
5 Accountability Act is amended by adding Section 4.5 as follows:
 
6     (25 ILCS 155/4.5 new)
7     Sec. 4.5. Select Medical Oversight Committee.
8     (a) The Select Medical Oversight Committee is created
9 within the Commission on Government Forecasting and
10 Accountability.
11     (b) The Committee shall be composed of 8 public members,
12 with the Speaker of the House, the Minority Leader of the
13 House, the President of the Senate, and the Minority Leader of
14 the Senate each appointing 2 members. Members shall not be
15 sitting members of the Illinois General Assembly. Membership of
16 the Committee shall include, but not be limited to, those that
17 have expertise in healthcare finance, economics, actuarial
18 science, health facility management, or the provision of health
19 services. The terms of members of the Committee shall be for 2
20 years or until a successor is appointed by the appointing
21 authority.
22     (c) The members of the Committee shall determine among
23 themselves 2 individuals to serve as co-chairs of the

1 Committee. If the Committee is not able to select individuals
2 to serve as co-chairs, then the Executive Director of the
3 Commission on Government Forecasting and Accountability shall
4 designate co-chairs for the Committee. The co-chairs shall be
5 individuals who have been appointed by different appointing
6 authorities. Co-chairs shall serve for a term of 2 years, at
7 which time 2 new co-chairs shall be selected. The new co-chairs
8 shall be individuals who have been appointed to the Committee
9 by appointing authorities different from the previous
10 co-chairs.
11     (d) The Committee shall meet at the call of the co-chairs.
12     (e) The Committee shall review State medical care programs
13 and services provided, arranged, or procured by State agencies,
14 including but not limited to the Department of Healthcare and
15 Family Services, the Department of Human Services, the
16 Department of Public Health, the Department on Aging, the
17 Department of Children and Family Services, the Department of
18 Corrections, the Department of Central Management Services,
19 and the Illinois Comprehensive Health Insurance Plan.
20     (f) The Committee shall review policies, procedures, and
21 operations of the programs and services related to the
22 provision, arrangement, or procurement of medical care by the
23 State. The Committee shall make reports to the General Assembly
24 concerning those policies, procedures, and operations on at
25 least an annual basis. An annual report shall be filed by
26 January 1 of each year concerning the Committee's reviews and

1 recommendations for the preceding year.
2     (g) At the request of a chairperson or a member of an
3 appropriate committee of the General Assembly, the Committee
4 may conduct reviews and submit reports to the appropriate
5 committee of the General Assembly concerning relevant topics.
6     (h) The Committee may secure directly from any agency of
7 the State of Illinois information necessary to enable the
8 Committee to carry out its duties. Upon request of one of the
9 co-chairs, the agency shall furnish that information to the
10 Committee on an agreed schedule.
11     (i) Subject to appropriation, members of the Committee
12 shall be entitled to expense reimbursement as provided in the
13 rules of the Legislative Travel Control Board.
