1     AN ACT concerning education.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Illinois Health Policy Center Act is amended
5 by changing Sections 10 and 20 as follows:
 
6     (110 ILCS 430/10)

9     Sec. 10. Center created; goals.
10     (a) The Illinois Health Policy Center is created within the
11 University of Illinois, to be sponsored by the University of
12 Illinois at Chicago College of Medicine and the University of
13 Illinois Institute of Government and Public Affairs. In
14 implementing this Act, the University may shall also consult
15 with and seek the participation of all other public
16 universities in Illinois.
17     (b) The goals of the Illinois Health Policy Center are:
18         (1) To support legislators and other government
19     officials in developing and implementing health policy to
20     address critical issues facing the State of Illinois.
21         (2) To focus on identifying "best practices"
22     appropriate for Illinois through careful and objective
23     review of the latest scientific research and through

1     comparative analyses of other states' policies.

6     Sec. 20. Advisory Panel; Policy Center report.
7     (a) The Illinois Health Policy Center Advisory Panel is
8 created. The Advisory Panel shall consist of all of the
9 following 13 members as follows:
10         (1) Four legislators, appointed one each by the
11     President of the Senate, the Minority Leader of the Senate,
12     the Speaker of the House of Representatives, and the
13     Minority Leader of the House of Representatives.
14         (2) Four representatives One representative of each of
15     the following groups, one of the 4 each appointed by
16     consensus of the President of the Senate, the Minority
17     Leader of the Senate, the Speaker of the House of
18     Representatives, and the Minority Leader of the House of
19     Representatives upon the recommendations of those 4
20     legislative leaders: hospitals; medical societies; managed
21     care companies; and insurance companies; for a total of 16
22     members.
23         (3) One representative of patient advocacy groups,
24     appointed by the Governor.
25         (4) The Secretary Director of the Department of Human

1     Services, or his or her designee.
2         (5) The Director of the Department of Healthcare and
3     Family Services, or his or her designee.
4         (6) The Director of the Department of Public Health, or
5     his or her designee.
6         (7) One additional member, appointed by the Governor.
7     (b) The Advisory Panel shall provide advice and oversight
8 concerning the creation and operation of the Illinois Health
9 Policy Center.
10     (c) The Illinois Health Policy Center shall submit a report
11 each calendar year to the Governor and the General Assembly.
12 The report shall contain:
13         (1) An itemized list of the source and amount of funds
14     of the Illinois Health Policy Center.
15         (2) An itemized list of expenditures made by the
16     Illinois Health Policy Center.
17         (3) A summary of research activities undertaken since
18     the submission of the preceding report.
19         (4) A description of advocacy activities undertaken
20     since the submission of the preceding report.

22     Section 99. Effective date. This Act takes effect June 1,
23 2009.
