HOUSE RESOLUTION

 
2    WHEREAS, There are more than 300 medically recognized
3headache diseases, including cluster headaches and migraine;
4and
 
5    WHEREAS, Migraine is a genetic, neurobiological disease
6characterized by episodes known as attacks; and
 
7    WHEREAS, Headache diseases impact one in four households
8in the United States, with more than 42 million Americans
9living with headache diseases, including approximately four
10million who have chronic migraine, meaning they experience 15
11or more migraine attacks each month; and
 
12    WHEREAS, Headache diseases are three to four times more
13prevalent in women, and Native/Indigenous communities have the
14highest prevalence of disabling headaches in the United
15States; and
 
16    WHEREAS, Significant disparities in diagnosis, treatment,
17and outcomes for headache diseases persist, particularly
18affecting Black, Hispanic, and Native/Indigenous populations
19who face underdiagnosis and inadequate treatment; and
 
20    WHEREAS, It is estimated that 40 to 50% of persons living

1with migraine disease are undiagnosed; and
 
2    WHEREAS, Migraine is the second leading cause of global
3disability, and notably one of the most disabling for women
4under 50 years old; and
 
5    WHEREAS, Approximately one in 1,000 people in the United
6States live with cluster headache disease, medically referred
7to as one of the most painful conditions a human can
8experience; and
 
9    WHEREAS, Veterans returning from Iraq and Afghanistan have
10two to four times the incidence of migraine compared to the
11general population, likely due to Traumatic Brain Injuries
12(TBI), and posttraumatic headache occurs in up to 92% of
13military personnel who have sustained mild TBIs; and
 
14    WHEREAS, Headache diseases are an economic issue, costing
15U.S. companies upwards of $78 billion dollars each year in
16direct and indirect costs; and
 
17    WHEREAS, The effects of headache diseases are experienced
18on a spectrum, presenting with significantly different levels
19of intensity, frequency, and disability; and
 
20    WHEREAS, Migraine disease impacts all systems of the body,

1and symptoms may include intense pain, nausea and vomiting,
2sensitivity to light, sound, smell, and touch, visual
3disturbances, tinnitus, chills, fatigue, anomic aphasia, or
4trouble finding words, impaired cognitive function, and
5numbness and weakness, lasting for four to 72 hours on
6average; and
 
7    WHEREAS, Stigma and misinformation related to headache
8disease have stifled research and advances in treatment; and
 
9    WHEREAS, All persons living with headache diseases deserve
10fair, equal, timely, and affordable access to new and
11innovative treatments to live their lives to their fullest
12potential; therefore, be it
 
13    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
14HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
15we declare the month of June 2024 as Migraine and Headache
16Awareness Month in the State of Illinois.
