HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of Representatives are pleased to congratulate Desiree Garcia of Pilsen Elementary Community Academy on being one of 33 winners in Lieutenant Governor Pat Quinn's Statewide essay contest and receiving one of 33 laptop computers; and

WHEREAS, On Sunday, February 17, 2008 at the James R. Thompson Center, Lieutenant Governor Pat Quinn announced the 33 winners of the Statewide essay contest, presenting lucky third graders from across the Land of Lincoln with their very own XO laptop; and

WHEREAS, Lieutenant Governor Quinn first announced the essay contest for Illinois third graders in November of 2007, originally intending to award three lucky third graders with a personal laptop; and

WHEREAS, When more than 1,000 outstanding essays poured into his office, Lieutenant Governor Quinn decided to expand the contest and purchased 30 more laptop computers, thanks to a grant from the Western Illinois University Foundation; and

WHEREAS, Illinois third graders, including young Desiree, were asked to answer the question: "How can a laptop change your community and change the world?"; and

WHEREAS, As chairman of the Broadband Deployment Council, Lieutenant Governor Quinn is actively involved in improving high-speed Internet access for all Illinois residents; in 2006, he partnered with the Illinois State Board of Education to implement the Technology Immersion Pilot Project, which provided more than 2,200 students in 17 Illinois schools with laptops or tablet PCs during the first year of the program; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Desiree Garcia on a job well done and offer her our best as she enjoys her new laptop; and be it further

RESOLVED, That a suitable copy of this resolution be presented to Desiree Garcia as a symbol of our respect.
