Amends the Illinois Police Training Act, the Peace Officer Firearm Training Act, and the Intergovernmental Law Enforcement Officer's
In-Service Training Act. In provisions relating to the powers of the Illinois Law Enforcement Training Standards Board, provides that any fee imposed upon retired law enforcement officers to carry a concealed weapon shall not exceed $50.

| AN ACT concerning local government.
| 2 |
| Be it enacted by the People of the State of Illinois,
| 3 |
| represented in the General Assembly:
| 4 |
| Section 5. The Illinois Police Training Act is amended by | 5 |
| changing Section 10 as follows:
| 6 |
| (50 ILCS 705/10) (from Ch. 85, par. 510)
| 7 |
| Sec. 10. The Board may make, amend and rescind such rules | 8 |
| and regulations
as may be necessary to carry out the provisions | 9 |
| of this Act, including those relating to the annual | 10 |
| certification of retired law enforcement officers qualified | 11 |
| under federal law to carry a concealed weapon. Any fee imposed | 12 |
| upon retired law enforcement officers to carry a concealed | 13 |
| weapon shall not exceed $50. A copy of all
rules and | 14 |
| regulations and amendments or rescissions thereof shall be | 15 |
| filed
with the Secretary of State within a reasonable time | 16 |
| after their adoption.
The schools certified by the Board and | 17 |
| participating in the training
program may dismiss from the | 18 |
| school any trainee prior to his completion of
the course, if in | 19 |
| the opinion of the person in charge of the training
school, the | 20 |
| trainee is unable or unwilling to satisfactorily complete the
| 21 |
| prescribed course of training.

| Section 10. The Peace Officer Firearm Training Act is | 2 |
| amended by changing Section 3 as follows:

| (50 ILCS 710/3) (from Ch. 85, par. 517)

| Sec. 3. The Board is charged with enforcing this Act and | 5 |
| making
inspections to insure compliance with its provisions, | 6 |
| and is empowered
to promulgate rules necessary for its | 7 |
| administration and enforcement, including those relating to | 8 |
| the annual certification of retired law enforcement officers | 9 |
| qualified under federal law to carry a concealed weapon.
Any | 10 |
| fee imposed upon retired law enforcement officers to carry a | 11 |
| concealed weapon shall not exceed $50. All units of government
| 12 |
| or other agencies
which employ or utilize peace officers, or | 13 |
| that certify retired law enforcement officers qualified under | 14 |
| federal law to carry a concealed weapon, shall cooperate with
| 15 |
| the Board by furnishing relevant information which the Board | 16 |
| may
require. The Executive Director of the Board shall report | 17 |
| annually, no later
than February 1, to the Board, with copies | 18 |
| to the Governor and the General
Assembly, the results of
these | 19 |
| inspections and provide other related information and
| 20 |
| recommendations as it deems proper.

| Sec. 3. Powers and Duties.
| 3 |
| (a) Powers and Duties of the Advisory Board.
| 4 |
| (1) To incorporate as a general not-for-profit | 5 |
| corporation or other
appropriate structure under Illinois | 6 |
| law.
| 7 |
| (2) To adopt By-Laws and Operating Procedures.
| 8 |
| (3) To designate a Financial Officer who is an elected | 9 |
| local government
official.
| 10 |
| (4) To employ a coordinator and to approve the | 11 |
| employment of such other
full or part-time staff as may be | 12 |
| required.
| 13 |
| (5) To develop and approve the total budget for the | 14 |
| Mobile Team annually.
| 15 |
| (6) To determine equitable formulae for providing the | 16 |
| local share of
cost of the Mobile Team, and to assure | 17 |
| receipt of such funds from participating
units of local | 18 |
| government.
| 19 |
| (7) To oversee the development of training programs, | 20 |
| the delivery of
training, and the proper expenditure of | 21 |
| funds.
| 22 |
| (8) To carry out such other actions or activities | 23 |
| appropriate to the
operation of the Mobile Team including | 24 |
| but not limited to contracting for
services and supplies, | 25 |
| and purchase of furniture, fixtures, equipment and

| supplies.
| 2 |
| (9) To exercise all other powers and duties as are | 3 |
| reasonable to fulfill
its functions in furtherance of the | 4 |
| purposes of this Act.

| (b) Powers and Duties of the Illinois Law Enforcement | 6 |
| Training Standards
Board.
| 7 |
| (1) To act as the State agency participant on each | 8 |
| Mobile Team Advisory
Board.
| 9 |
| (2) To act as the State agency to coordinate the | 10 |
| actions of Mobile Teams
established in the State.
| 11 |
| (3) To determine that the Mobile Team meets the | 12 |
| criteria for the receipt
of funds from the State in | 13 |
| accordance with Section 4 of this Act.
| 14 |
| (4) To budget for and authorize quarterly disbursement | 15 |
| of State funds
up to 50% of the total approved budget of | 16 |
| the eligible Mobile Team.
| 17 |
| (5) To establish such reasonable rules and regulations | 18 |
| as the Director
deems necessary to carry out the duties | 19 |
| described in this Act, including those relating to the | 20 |
| annual certification of retired law enforcement officers | 21 |
| qualified under federal law to carry a concealed weapon. | 22 |
| Any fee imposed upon retired law enforcement officers to | 23 |
| carry a concealed weapon shall not exceed $50.
| 24 |
| (c) Powers and Duties of the Coordinator of an Advisory | 25 |
| Board.
| 26 |
| (1) To manage and coordinate the ongoing operations of |

| the Mobile Team.
| 2 |
| (2) To employ and supervise additional authorized full | 3 |
| or part-time staff.
| 4 |
| (3) To arrange for qualified instructors from among the | 5 |
| employees of
State, local or federal Departments or | 6 |
| agencies wherever practical and to
obtain other | 7 |
| instructional services as required.
