SYNOPSIS AS INTRODUCED:
 
30 ILCS 105/5.708 new
625 ILCS 5/3-680 new

    Amends the Illinois Vehicle Code and the State Finance Act. Provides for the issuance of In God We Trust license plates for an additional charge of $40 at initial issuance and at renewal. Provides that $15 of the original issuance fee and $2 of the renewal fee shall be deposited into the Secretary of State Special License Plate Fund. Provides that $25 of the original issuance fee and $38 of the renewal fee shall be deposited into the 21st Century Scholarship Program Fund, a new special fund in the State treasury. Provides that moneys in the Fund shall be appropriated to the Illinois Student Assistance Commission for community college scholarships under a program to be established by the Commission with specified requirements. Effective immediately.

1     AN ACT concerning transportation.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The State Finance Act is amended by adding
5 Section 5.708 as follows:
 
6     (30 ILCS 105/5.708 new)
7     Sec. 5.708. The 21st Century Scholarship Program Fund.
 
8     Section 10. The Illinois Vehicle Code is amended by adding
9 Section 3-680 as follows:
 
10     (625 ILCS 5/3-680 new)
11     Sec. 3-680. In God We Trust license plates.
12     (a) The Secretary, upon receipt of all applicable fees and
13 applications made in the form prescribed by the Secretary, may
14 issue special registration plates designated as In God We Trust
15 license plates. The special plates issued under this Section
16 shall be affixed only to passenger vehicles of the first
17 division or motor vehicles of the second division weighing not
18 more than 8,000 pounds. Plates issued under this Section shall
19 expire according to the multi-year procedure established by
20 Section 3-414.1 of this Code.
21     (b) The design and color of the special plates shall be

1 wholly within the discretion of the Secretary. The Secretary
2 may, in his or her discretion, allow the plates to be issued as
3 vanity or personalized plates in accordance with Section
4 3-405.1 of this Code. The plates are not required to designate
5 "Land of Lincoln", as prescribed in subsection (b) of Section
6 3-412 of this Code. The Secretary, in his or her discretion,
7 shall approve and prescribe stickers or decals as provided
8 under Section 3-412.
9     (c) An applicant for the special plate shall be charged a
10 $40 fee for original issuance, in addition to the appropriate
11 registration fee. Of this $40 additional original issuance fee,
12 $15 shall be deposited into ial License Plate Fund, to be used
13 by the Secretary to help defray the administrative processing
14 costs, and $25 shall be deposited into the 21st Century
15 Scholarship Program Fund. For each registration renewal
16 period, a $40 fee, in addition to the appropriate registration
17 fee, shall be charged. Of this $40 additional renewal fee, $2
18 shall be deposited into the Secretary of State Special License
19 Plate Fund and $38 shall be deposited into the 21st Century
20 Scholarship Program Fund.
21     (d) The 21st Century Scholarship Program Fund is created as
22 a special fund in the State treasury. Moneys in the Fund shall
23 be appropriated to the Illinois Student Assistance Commission
24 for scholarships under a program to be established by the
25 Commission with the following requirements:
26         (1) To qualify a student and at least one parent or

1     guardian must sign a pledge stating that the student will
2     graduate from high school without an arrest record and
3     without abusing drugs or alcohol. The student must also not
4     be suspended or expelled from any high school for violent
5     behavior or abuse of drugs or alcohol. The student must
6     also have at least a C average.
7         (2) A student who fulfills the pledge and therefore
8     qualifies for the scholarship shall be identified by a
9     guidance counselor or administrator at the high school the
10     student attends.
11         (3) The scholarship will pay for one full year's
12     tuition at a local community college of the student's
13     choice.
14     The Illinois Student Assistance Commission shall adopt
15 rules to carry out this program*.
 
16     Section 99. Effective date. This Act takes effect upon
17 becoming law.
