SYNOPSIS AS INTRODUCED:
 
5 ILCS 430/10-17 new

    Amends the State Officials and Employees Ethics Act. With respect to (i) each officer, member, and State employee who receives a gift excepted from the gift ban as an educational mission or as travel expenses for a meeting to discuss State business and (ii) each officer and employee of a governmental entity who receives a gift excepted form the provisions of an ordinance or resolution that are equivalent to the State exceptions, provides that within 30 days after returning from the travel, the person must submit to the Secretary of State, in the form and manner required by the Secretary, certain information concerning the travel. Further provides that the Secretary shall compile the information into a database and shall establish a searchable website for the public to access the data. Subject to appropriation for that purpose, authorizes the Secretary to contract with a private entity to establish and maintain the database and website.

1     AN ACT concerning ethics.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The State Officials and Employees Ethics Act is
5 amended by adding Section 10-17 as follows:
 
6     (5 ILCS 430/10-17 new)
7     Sec. 10-17. Travel registry. This Section applies to the
8 following persons: (i) each officer, member, and State employee
9 who receives a gift excepted from Section 10-15 under item (1)
10 as an educational mission or under item (2) as travel expenses
11 for a meeting to discuss State business and (ii) each officer
12 and employee of a governmental entity who receives a gift
13 excepted form the provisions of an ordinance or resolution that
14 are equivalent to the exceptions for an educational mission or
15 travel expenses for a meeting to discuss governmental business.
16 Within 30 days after returning from the travel, the person must
17 submit to the Secretary of State, in the form and manner
18 required by the Secretary, the destination of the travel, the
19 travel dates, the length of time at the destination, the
20 purpose of the mission or meeting, the name and address of each
21 prohibited source who contributed to the gift, the estimated
22 value of the gift from each prohibited source, and any other
23 relevant information required by the Secretary. The Secretary

1 shall compile the information into a database and shall
