HOUSE JOINT RESOLUTION

 
2    WHEREAS, The State of Illinois developed the world's first
3juvenile court in 1899 out of concern that children be removed
4from adult prison and receive a second chance and has
5consistently been a leader in protecting children and
6promoting their rights; and
 
7    WHEREAS, The Illinois legal innovation of a juvenile court
8was rapidly adopted throughout the world; and
 
9    WHEREAS, The State of Illinois, based on its history and
10tradition of human rights and responsibilities, is committed
11to the human rights of children, including those children in
12conflict with the law; and
 
13    WHEREAS, In the 1980s, the United States participated in a
14working group, along with nearly 80 other nations, to draft a
15Convention on the Rights of the Child, which was written with
16the specific purpose of promoting and protecting the
17well-being of all children, including those in conflict with
18the law; and
 
19    WHEREAS, On November 20, 1989, the United Nations General
20Assembly unanimously adopted the Convention on the Rights of
21the Child; and

1    WHEREAS, The United States formally signed the Convention
2on the Rights of the Child in 1995, signifying its intent to
3ratify the Convention; and
 
4    WHEREAS, The Convention on the Rights of the Child has
5been ratified by all of the world's nations, except the United
6States, making it the most widely ratified human rights
7document in history; and
 
8    WHEREAS, The Illinois 99th General Assembly adopted HR
91143 in 2010, with bi-partisan sponsorship, urging the
10ratification of the Convention on the Rights of the Child and
11urging all Illinois agencies to ensure their policies and
12practices comply with the Convention on the Rights of the
13Child; therefore, be it
 
14    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
15HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
16SENATE CONCURRING HEREIN, that we urge all agencies in the
17State of Illinois, in particular those concerned with the
18economic opportunity, education, health care, housing,
19justice, nutrition, protection, and recreation of children, to
20ensure their policies and programs comply with the Convention
21on the Rights of the Child; and be it further

1    RESOLVED, That we urge the President of the United States,
2Joe Biden, to submit the Convention on the Rights of the Child
3to the Senate Foreign Relations Committee for review; and be
4it further
 
5    RESOLVED, That we urge the Senate of the United States to
6ratify the Convention on the Rights of the Child; and be it
7further
 
8    RESOLVED, That suitable copies of this resolution be
9delivered to the President of the United States, the Minority
10Leader of the United States Senate, the Majority Leader of the
11United States Senate, and the United States Senators from
12Illinois.
