Amends the Public Officer Prohibited Activities Act. Provides that a unit of local government may not use public funds to pay a lobbyist or lobbying entity. Limits home rule powers.

AN ACT concerning local government.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The Public Officer Prohibited Activities Act is amended by adding Section 5 as follows:

(50 ILCS 105/5 new)

Sec. 5. Use of public funds for lobbyists.

(a) As used in this Section, "lobbyist" and "lobbying entity" have the meanings given to those terms in Section 2 of the Lobbyist Registration Act.

(b) A unit of local government may not use public funds to pay a lobbyist or lobbying entity.

(c) A home rule unit may not expend public funds in a manner inconsistent with this Section. This Section is a limitation under subsection (i) of Section 6 of Article VII of the Illinois Constitution on the concurrent exercise by home rule units of powers and functions exercised by the State.
