SYNOPSIS AS INTRODUCED:
 
20 ILCS 3966/15-20

    Amends the Illinois Business Regulatory Review Act. In a Section concerning the regulatory policy responsibilities of the Business Regulatory Review Committee, provides that the Committee shall identify effective and efficient ways of notifying small business about proposed and newly adopted rules.

1     AN ACT concerning State government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Illinois Business Regulatory Review Act is
5 amended by changing Section 15-20 as follows:
 
6     (20 ILCS 3966/15-20)
7     Sec. 15-20. Regulatory policy responsibilities of the
8 Committee. In addition to those duties and responsibilities as
9 directed by the Board, the Committee shall analyze, determine,
10 and report to the Board, so that the Board may report to the
11 Governor and executive agencies under the control of the
12 Governor, the constitutional officers, and the General
13 Assembly, overall methods of achieving greater small business
14 impact of the regulatory process the following information:
15         (1) Identify specific ways in which existing
16     regulations and regulatory programs can be made more
17     responsive and responsible to small business.
18         (2) Identify more effective ways of eliciting
19     participation from the private sector in efforts to
20     simplify and clarify regulations so that they are not
21     overly complex or burdensome.
22         (3) Provide suggestions for involving small business
23     owners and their representatives in the rulemaking process
24     in a more meaningful way.
25         (4) Provide constructive suggestions for reducing
26     forms and paperwork particularly where they are
27     duplicative, overly complicated, or otherwise burdensome
28     for small business.
29         (5) Determine effective ways to communicate with small
30     business owners and to assist them in their understanding
31     and implementation of complex regulations.
32         (6) Recommend non-punitive methods of ensuring

1     compliance with regulatory objectives or requirements
2     including pre-inspection programs, advisory services,
3     education and training, and industry self-regulation.
4         (7) Identify effective and efficient ways of notifying
5     small business about proposed and newly adopted rules.
