HOUSE RESOLUTION

 
2     WHEREAS, The Department of Commerce and Economic
3 Opportunity (DCEO) is the lead State agency for economic
4 development in Illinois; and
 
5     WHEREAS, In that capacity, DCEO expended over $944 million
6 in Fiscal Year 2004 appropriations for community and business
7 development, technology and industrial competitiveness,
8 tourism, coal development and marketing, and Illinois First;
9 and
 
10     WHEREAS, On February 22, 2006, the Auditor General
11 submitted his special management and program audit of DCEO, as
12 directed by HR 671 of the 93rd General Assembly, and described
13 various inconsistencies regarding how DCEO was tracking and
14 reporting job creation in the State; and
 
15     WHEREAS, Efficient and effective management of the State's
16 economic development programs is critical to the fiscal
17 soundness of the State, local communities, business, and
18 Illinois workers; therefore, be it
 
19     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
20 NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
21 the Auditor General is directed to conduct a follow-up
22 management and program audit of the Department of Commerce and
23 Economic Opportunity's administration of its economic
24 development programs in FY05; and be it further
 
25     RESOLVED, That the Department of Commerce and Economic
26 Opportunity, recipients of State funds, and any other entity or
27 person that may have information relevant to this audit
28 cooperate fully and promptly with the Auditor General's Office
29 in the conduct of this audit; and be it further

1     RESOLVED, That the Auditor General commence this audit as
2 soon as possible and distribute the report upon completion in
3 accordance with Section 3-14 of the Illinois State Auditing
4 Act; and be it further
 
5     RESOLVED, That a copy of this resolution be delivered to
6 the Auditor General and to the Director of the Department of
7 Commerce and Economic Opportunity.
