HOUSE RESOLUTION

 
2     WHEREAS, Property taxes in the State of Illinois are
3 increasing at a rate that exceeds the rate of inflation and
4 that exceeds the rate of increase in the personal income for
5 many Illinois families; and
 
6     WHEREAS, Many Illinois citizens survive on a fixed income
7 and cannot afford the dramatic increases of property taxes,
8 particularly in light of the rising costs of other necessary
9 commodities, such as energy, gasoline, health care, and
10 prescription medicine; and
 
11     WHEREAS, The Property Tax Code in Illinois is so complex
12 that many citizens are unable to understand the labyrinthine
13 processes by which they are being taxed; therefore, be it
 
14     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
15 NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
16 there is created the Property Tax Task Force consisting of 9
17 members appointed as follows: (i) 4 members shall be appointed
18 by the Speaker of the House of Representatives, one of whom
19 shall be designated as the chairperson of the Task Force at the
20 time of appointment; (ii) 4 members appointed by the Minority
21 Leader of the House of Representatives; and (iii) one member
22 appointed by the Governor; no more than 3 members may reside
23 within the same judicial district; and be it further
 
24     RESOLVED, That the Property Tax Task Force must conduct a
25 study of the property tax system in Illinois, examine ways to
26 promote fairness in the imposition of property taxes, and
27 investigate methods of reducing the State's reliance on
28 property taxes; and be it further
 
29     RESOLVED, That the members of the Task Force shall serve
30 without compensation but shall be reimbursed for their

1 reasonable and necessary expenses from appropriations
2 available for that purpose; and be it further
 
3     RESOLVED, That the Task Force must submit its findings to
4 the House of Representatives no later than January 14, 2007, at
5 which time the Task Force is dissolved.
