HOUSE RESOLUTION

 
2     WHEREAS, On August 29, 2005, Raymond Edward Senteney will
3 complete 50 years of service with the City of Mattoon; and
 
4     WHEREAS, The City is hosting an open reception for Mr.
5 Senteney on August 29, 2005, at the City Hall; at the Mattoon
6 City Council meeting on August 16, 2005, he was honored by the
7 Mayor and Council with a plaque for his 50 years of service;
8 the Mayor also announced that the Mattoon Police Department
9 Pistol Range will now be known as the Raymond E. Senteney
10 Mattoon Police Pistol Range; and
 
11     WHEREAS, Mr. Senteney was born February 4, 1921, in
12 Mattoon; he attended Mattoon schools and graduated from Mattoon
13 High in 1939; he was in the first ROTC class at Mattoon High
14 School and played a French horn in the band; he worked at the
15 Mattoon Journal-Gazette for a short while after high school
16 during 1939 - 1940; he served in the U.S. Navy during World War
17 II as a steam fitter on a ship and was honorably discharged; he
18 worked for the New York Central Railroad as a pipe fitter prior
19 to the railroad closing its repair shops in Mattoon; and
 
20     WHEREAS, He was sworn in as a Mattoon Police Patrolman on
21 August 29, 1955; he was promoted to Captain on August 1, 1963,
22 Assistant Chief on June 1, 1969, and Chief of Police on January
23 15, 1974; he retired from the police department as Chief of
24 Police on August 31, 1985; and
 
25     WHEREAS, He was one of the first Mattoon police officers to
26 attend Northwestern University Police Traffic Institute and
27 the University of Illinois Police Training Institute for basic
28 training; he also attended a police executive training program
29 at the FBI Academy at Quantico, Virginia; he was selected as
30 the 1972 "Police Officer of the Year" by the Mattoon VFW and,
31 in 1974, as the "Outstanding Police Officer" by the Mattoon

1 Jaycees; and
 
2     WHEREAS, Mr. Senteney was one of four co-founders and
3 officers of the Mattoon Police Department Pistol Club and was
4 the initiator and force behind the building of the Mattoon
5 Police Department Pistol Range at Lake Paradise; he still works
6 on the water system at the range each spring and fall; and
 
7     WHEREAS, He became a licensed plumber while serving on the
8 police department and upon retirement from the police
9 department, he became Mattoon Plumbing Inspector on September
10 1, 1985; he established the first set of records for plumbing
11 inspections conducted in the City; he became a licensed local
12 plumbing inspector when the licensing first became available by
13 the State and received his certification in the first group; he
14 continues to attend in-service training for Illinois plumbers
15 and licensed plumbing inspectors provided by the Illinois
16 Department of Public Health; and
 
17     WHEREAS, Mr. Senteney has been active in community affairs
18 and professional organizations; he has been a member of Mattoon
19 First Baptist Church for over 70 years and served as a Deacon
20 and Trustee; he is Past Master of the Mattoon Masonic Lodge 260
21 and served at one meeting with all lodge officer positions
22 filled by law enforcement officers; he is a past President and
23 Treasurer of Corn Belt Shrine Club; he served as President of
24 Mattoon High Twelve Club; he is a past President of the Mattoon
25 Police Benevolent and Protective Association; he served as
26 President of Central Illinois Chiefs of Police Association; he
27 is a former Director of the Big Four Credit Union in Mattoon
28 and a former Secretary of the Mattoon Police Department Pension
29 Board; and
 
30     WHEREAS, He is also a member of the Illinois Plumbing
31 Inspectors Association, the Mattoon American Legion, the
32 Mattoon Moose Lodge, the Danville Scottish Rite, the

1 Springfield Ansar Shrine Temple, a life member of the Illinois
2 Police Association, a life member of Illinois Association of
3 Chiefs of Police, and a former member of the International
4 Association of Chiefs of Police; and
 
5     WHEREAS, He and his wife of 63 years, Mae, have a son, two
6 grandchildren, and two great-grandchildren; therefore, be it
 
7     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
8 NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
9 we congratulate Raymond Senteney on his 50 years of exceptional
10 service with the City of Mattoon, and we wish him well in his
11 continued service as Mattoon Plumbing Inspector and in all his
12 future endeavors; and be it further
 
13     RESOLVED, That a suitable copy of this resolution be
14 presented to Raymond Senteney as an expression of our
15 admiration and esteem.
