HOUSE RESOLUTION

 
2     WHEREAS, The Taser gun has been used by law enforcement and
3 correctional officers to subdue suspects and prisoners; and
 
4     WHEREAS, Many injuries and even some deaths have been
5 attributed to the misuse of Taser guns by law enforcement and
6 correctional officers; and
 
7     WHEREAS, There are no uniform standards on the use of Taser
8 guns by law enforcement and correctional officers; and
 
9     WHEREAS, Amnesty International has documented that the
10 Taser gun has been used as an instrument of torture; and
 
11     WHEREAS, Several law enforcement agencies have limited the
12 use of the Taser gun in subduing suspects and prisoners; and
 
13     WHEREAS, The House recognizes the need to study the use and
14 misuse of the Taser gun by law enforcement and correctional
15 officers; therefore, be it
 
16     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
17 NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
18 there is created the Task Force on Taser Gun Use consisting of
19 9 members, one each appointed by the Speaker of the House of
20 Representatives, the House Minority Leader, the Senate
21 President, and the Senate Minority Leader; and 5 members of the
22 public appointed by the Governor; and be it further
 
23     RESOLVED, That the Task Force shall study the uses and
24 misuse of Taser guns by law enforcement and correctional
25 officers and shall make recommendations to the House on
26 suggested legislation concerning the use or restrictions on use
27 of Taser guns by law enforcement and correctional officers and
28 such other recommendations concerning Taser guns as the Task

1 Force deems appropriate; and be it further
 
2     RESOLVED, That the Task Force shall choose its chairperson
3 and such other officers as it deems appropriate; and be it
4 further
 
5     RESOLVED, That the members of the Task Force shall receive
6 no compensation for their services as members of the Task Force
7 but may be reimbursed for travel and other expenses incurred by
8 them for their service on the Task Force from appropriations
9 made to them by the General Assembly for those purposes; and be
10 it further
 
11     RESOLVED, That the Task Force shall file its
12 recommendations with the Clerk of the House of Representatives
13 by December 31, 2006 and shall terminate its activities by
14 January 10, 2007.
