HOUSE RESOLUTION

 
2     WHEREAS, Harold A. Spence III was born on March 4, 1953 in
3 Stubenville, Ohio; and
 
4     WHEREAS, Mr. Spence graduated from Eureka High School in
5 1971 and from Illinois Central College in 1979 with degrees in
6 Police Science and Arts and Science; and
 
7     WHEREAS, Mr. Spence served as a police officer for the City
8 of Eureka for 2 years; and
 
9     WHEREAS, He joined the Illinois State Police as a cadet in
10 May of 1980 and was assigned to District 10 in Champaign after
11 graduation from the Academy; and
 
12     WHEREAS, In 1982, he was transferred to District 08 in
13 Peoria, where he served in a variety of positions, including
14 Field Training Officer, CPR & First Aid Instructor, Academy
15 Illinois Vehicle Code Instructor, and District Tactical
16 Response Team Member and Squad Supervisor; and
 
17     WHEREAS, He was promoted to the rank of Sergeant in 1988,
18 Master Sergeant in 1991, and Lieutenant in August of 1997; and
 
19     WHEREAS, He was transferred to District 16 in Pecatonica as
20 Operations Commander in September of 1997 and was promoted to
21 the rank of Captain in 2003; and
 
22     WHEREAS, Captain Spence has participated in the State
23 Police mentoring program since 2001; and
 
24     WHEREAS, In 2000, Captain Spence was awarded a Lifesaving
25 Award; and
 
26     WHEREAS, Captain Spence retired on February 28, 2006;

1 therefore, be it
 
2     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
3 NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
4 we congratulate Captain Harold A. Spence III on the occasion of
5 his retirement from the Illinois State Police after 26 years of
6 service; and be it further
 
7     RESOLVED, That a suitable copy of this resolution be
8 presented to Captain Spence as an expression of our respect and
9 esteem and best wishes for a happy retirement.
