HOUSE JOINT RESOLUTION

 
2     WHEREAS, Dick Mulcahey was born in Rockford, Illinois in
3 1935 and is the son of the late Robert Mulcahey and Marcella
4 Richardson-Mulcahey and is a life long resident of Northwest
5 Illinois; and
 
6     WHEREAS, From 1954 to 1956, Mr. Mulcahey proudly served
7 this country in Korea as a member of the United States Marines;
8 and
 
9     WHEREAS, Mr. Mulcahey had a positive and profound influence
10 in the lives of many students as both a teacher and a coach in
11 the Galena and Durand school systems; and
 
12     WHEREAS, Beginning in 1974, Dick Mulcahey was elected to
13 the Illinois House of Representatives representing the
14 citizens of Northwest Illinois for 18 years and serving with
15 distinction as Chairman of the House Elementary and Secondary
16 Education Committee as a strong advocate for education in this
17 State; and
 
18     WHEREAS, Mr. Mulcahey has had the distinction of receiving
19 an Honorary Doctorate Degree in Education from Northwestern
20 University in 1985; he received the Distinguished Alumni Award
21 for his professional achievements from the University of
22 Wisconsin at Platteville in 1990; and
 
23     WHEREAS, In 1995, he was ordained a deacon in the Catholic
24 Church and serves both the parishioners of St. Mary's-St.
25 Patrick's Church and the community in the Durand area; and
 
26     WHEREAS, Dick Mulcahey has been married to Anna Mae
27 Mulcahey for 48 years; they are the parents of 6 children and
28 the grandparents of 15 grandchildren and 7 step-grandchildren;

1     WHEREAS, Mr. Mulcahey has been an advocate for the economic
2 development and growth of tourism in Northwest Illinois; and
 
3     WHEREAS, Dick Mulcahey worked tirelessly to secure the
4 funding for the land acquisition and construction of the US 20
5 bypass around Freeport, Illinois; therefore, be it
 
6     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
7 NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
8 SENATE CONCURRING HEREIN, that the US 20 Freeport bypass be
9 designated the Dick Mulcahey Highway; and be it further
 
10     RESOLVED, That the Illinois Department of Transportation
11 is requested to erect at suitable locations, consistent with
12 State and federal regulations, appropriate plaques or signs
13 giving notice of the name; and be it further
 
14     RESOLVED, That suitable copies of this resolution be
15 presented to Dick Mulcahey, to the Secretary of the U.S.
16 Department of Transportation, to the Secretary of the Illinois
17 Department of Transportation, and to the mayor of Freeport.
