SYNOPSIS AS INTRODUCED:
 
105 ILCS 5/27-23.1   from Ch. 122, par. 27-23.1

    Amends the School Code. Requires (instead of allows) school districts to provide instruction in parenting education to students in grades 6 through 8. Makes related changes. Effective July 1, 2006.

1     AN ACT concerning education.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The School Code is amended by changing Section
5 27-23.1 as follows:
 
6     (105 ILCS 5/27-23.1)  (from Ch. 122, par. 27-23.1)
7     Sec. 27-23.1. Parenting education. School districts must
8 may provide instruction in parenting education to students in
9 for grades 6 through 8 and may provide such instruction for
10 grades 9 through 12. and include such The instruction may be
11 included in the courses of study regularly taught therein.
12 School districts may give regular school credit for
13 satisfactory completion by the student of such courses.
14     As used in this Section section, "parenting education"
15 means and includes instruction in the following:
16     (1) Child growth and development, including prenatal
17 development.
18     (2) Childbirth and child care.
19     (3) Family structure, function and management.
20     (4) Prenatal and postnatal care for mothers and infants.
21     (5) Prevention of child abuse.
22     (6) The physical, mental, emotional, social, economic and
23 psychological aspects of interpersonal and family
24 relationships.
25     (7) Parenting skill development.
26     The State Board of Education shall assist those districts
27 offering parenting education instruction, upon request, in
28 developing instructional materials, training teachers, and
29 establishing appropriate time allotments for each of the areas
30 included in such instruction.
31     Other than for grades 6 through 8, school School districts
32 may offer parenting education courses during that period of the

1 day which is not part of the regular school day. Residents of
2 the school district may enroll in such courses. The school
3 board may establish fees and collect such charges as may be
4 necessary for attendance at such courses in an amount not to
5 exceed the per capita cost of the operation thereof, except
6 that the board may waive all or part of such charges if it
7 determines that the individual is indigent or that the
8 educational needs of the individual requires his or her
9 attendance at such courses.

11     Section 99. Effective date. This Act takes effect July 1,
12 2006.
