| 1 | | AN ACT concerning State government. | 2 | | Be it enacted by the People of the State of Illinois, | 3 | | represented in the General Assembly: | 4 | | Section 1. Short title. This Act may be cited as the | 5 | | Increasing Representation of Women in Technology Task Force | 6 | | Act. | 7 | | Section 5. Increasing Representation of Women in | 8 | | Technology Task Force; membership. | 9 | | (a) The Increasing Representation of Women in Technology | 10 | | Task Force is hereby established within the Illinois Workforce | 11 | | Innovation Board. | 12 | | (b) The Task Force shall consist of the following members: | 13 | | (1) one member of the Senate, appointed by the | 14 | | President of the Senate; | 15 | | (2) one member of the Senate, appointed by the | 16 | | Minority Leader of the Senate; | 17 | | (3) one member of the House of Representatives, | 18 | | appointed by the Speaker of the House of Representatives; | 19 | | (4) one member of the House of Representatives, | 20 | | appointed by the Minority Leader of the House of | 21 | | Representatives; | 22 | | (5) the Director of the Governor's Office of | 23 | | Management and Budget, or the Director's designee; |

| 1 | | (6) one member representing a statewide labor | 2 | | organization, appointed by the Governor; | 3 | | (7) one member representing a national laboratory that | 4 | | is a multi-disciplinary science and engineering research | 5 | | center, appointed by the Governor; | 6 | | (8) the Chief Equity Officer of the State of Illinois | 7 | | Office of Equity or the Chief Equity Officer's designee; | 8 | | (9) one member representing local or State economic | 9 | | development interests, appointed by the Governor; | 10 | | (10) one member representing women in technology, | 11 | | appointed by the Governor; | 12 | | (11) one member representing a technology | 13 | | manufacturing corporation, appointed by the Governor; | 14 | | (12) 4 members representing companies that have been | 15 | | recognized for the recruitment, advancement, and retention | 16 | | of women in technology positions and the corresponding | 17 | | management chain in the last 3 years, appointed by the | 18 | | Governor; | 19 | | (13) one member from a community-based organization | 20 | | that supports women in technology, appointed by the | 21 | | Governor; | 22 | | (14) the Vice Chancellor of Diversity, Equity & | 23 | | Inclusion of the University of Illinois Office of the Vice | 24 | | Chancellor of Diversity, Equity & Inclusion, or the Vice | 25 | | Chancellor's designee; | 26 | | (15) the Executive Director of the Illinois Community |

| 1 | | College Board, or the Executive Director's designee; | 2 | | (16) one member with knowledge of diversity, equity, | 3 | | and inclusion best practices from an advocacy group | 4 | | representing women in technology, appointed by the | 5 | | Governor; and | 6 | | (17) A chairperson of the Illinois Workforce | 7 | | Innovation Board, appointed by the Illinois Workforce | 8 | | Innovation Board, or that chairperson's designee. | 9 | | (c) The members of the Task Force shall serve without | 10 | | compensation. | 11 | | (d) The Task Force shall meet at least quarterly to | 12 | | fulfill its duties under this Act. At the first meeting of the | 13 | | Task Force, the Task Force shall elect 2 cochairs; one chair | 14 | | shall be a standing member of the Illinois Workforce | 15 | | Innovation Board, and one chair shall be selected from among | 16 | | members of the Task Force. | 17 | | (e) The Illinois Workforce Innovation Board shall, in | 18 | | consultation with an Illinois public college or university, | 19 | | provide administrative and other support to the Task Force. | 20 | | Section 10. Duties. The Task Force shall have the | 21 | | following duties: | 22 | | (1) subject to appropriation, collect data on the | 23 | | state of recruitment, advancement, and retention of women | 24 | | in technology positions; | 25 | | (2) evaluate evidence and data on recruitment, |

| 1 | | advancement, and retention of women in technology | 2 | | positions and the corresponding management chain; | 3 | | (3) set goals for recruitment, advancement, and | 4 | | retention of women in technology positions and the | 5 | | corresponding management chains; | 6 | | (4) identify best practices for the recruitment, | 7 | | advancement, and retention of women in technology | 8 | | positions and the corresponding management chain, such as | 9 | | tools for data collection and analysis and techniques to | 10 | | improve the number of women in technology positions; | 11 | | (5) recommend government policies to incentivize | 12 | | companies to recruit, advance, and retain women in | 13 | | technology positions and the corresponding management | 14 | | chain; and | 15 | | (6) establish a plan to create an oversight body to | 16 | | track companies' progress year-over-year on recruitment, | 17 | | advancement, and retention of women in technology | 18 | | positions and the corresponding management chain, and | 19 | | manage use of the incentives for those companies with a | 20 | | positive track record. | 21 | | Section 15. Report. The Task Force shall report to the | 22 | | Governor and the General Assembly by December 1 of each year on | 23 | | its activities and findings. The Task Force shall submit a | 24 | | final report to the Governor and the General Assembly by | 25 | | December 1, 2028 on all of its activities and final findings |

| 1 | | and recommendations. | 2 | | Section 20. Repeal. This Act is repealed on January 1, | 3 | | 2030. | 4 | | Section 99. Effective date. This Act takes effect January | 5 | | 1, 2025. |
