| 1 | | HOUSE RESOLUTION | 2 | | WHEREAS, The State of Illinois has established laws, | 3 | | including the Reimagining Electric Vehicles Act (REV) and the | 4 | | Invest in Illinois Act (Closing Fund), that use State funds to | 5 | | attract clean energy manufacturers; and | 6 | | WHEREAS, On September 8, 2023, the Pritzker Administration | 7 | | announced a REV deal with Gotion, Inc., the subsidiary of | 8 | | Chinese-owned Gotion High-tech, to build an electric vehicle | 9 | | battery factory in Manteno; and | 10 | | WHEREAS, According to the Illinois comptroller's database, | 11 | | Gotion has been awarded upfront direct payments totaling $125 | 12 | | million as part of a total $536 million incentive package from | 13 | | the State of Illinois; and | 14 | | WHEREAS, Gotion, Inc. is estimated to be eligible for an | 15 | | additional $7 billion from the federal government in green | 16 | | energy tax subsidies; and | 17 | | WHEREAS, At a time when the electric vehicle market is | 18 | | imploding, as proven by companies such as Ford, General | 19 | | Motors, Volkswagen, and others that are ending or scaling back | 20 | | future production of electric vehicles, the State of Illinois | 21 | | is committing even more taxpayer money to these fledgling |

| 1 | | industries while other Illinois businesses are denied the same | 2 | | incentives; and | 3 | | WHEREAS, A letter from the U.S. House Select Committee on | 4 | | the Chinese Communist Party to the Department of Homeland | 5 | | Security revealed evidence implicating Chinese battery | 6 | | manufacturer Gotion, Inc. for its ties to state-sponsored | 7 | | slave labor and perpetuating the ongoing Uyghur genocide; and | 8 | | WHEREAS, According to the Center for Strategic & | 9 | | International Studies (CSIS), since 2000, at least 224 | 10 | | publicly reported cases have been found of Chinese espionage | 11 | | of the U.S. government and U.S. companies with estimations of | 12 | | billions of dollars in commercial and technological espionage, | 13 | | far outnumbering any of other country in reported cases; and | 14 | | WHEREAS, The governments of the United States and the | 15 | | State of Illinois should not under any circumstance give tax | 16 | | payer money to a foreign company owned by a country designated | 17 | | by United States federal regulation and the U.S. Congress as a | 18 | | country of concern, including the People's Republic of China, | 19 | | the Republic of Cuba, the Islamic Republic of Iran, the | 20 | | Democratic People's Republic of Korea, the Russian Federation, | 21 | | and Venezuela; therefore, be it | 22 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |

| 1 | | HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | 2 | | we urge the Governor to rescind the REV agreement with Gotion, | 3 | | Inc. effective immediately; and be it further | 4 | | RESOLVED, That we urge the General Assembly to pass | 5 | | legislation to ban any future State incentives from going to | 6 | | any corporation owned and operated by a foreign country of | 7 | | concern as designated by Congress; and be it further | 8 | | RESOLVED, That suitable copies of this resolution be | 9 | | delivered to the Governor, the Comptroller, the Speaker of the | 10 | | House, the Senate President, and each member of the Illinois | 11 | | Congressional Delegation. |
