HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate Arnold Randall on his
4tenure as general superintendent of the Forest Preserves of
5Cook County (FPCC); and
 
6    WHEREAS, General Superintendent Randall was appointed as
7general superintendent of the Forest Preserves of Cook County
8in 2010; and
 
9    WHEREAS, Before his time at the FPCC, General
10Superintendent Randall served as director of the Office of
11Civic Engagement at the University of Chicago and commissioner
12of the City of Chicago's Department of Planning and
13Development; he also served in numerous roles with the Chicago
14Park District, including director of legislative and community
15affairs, director of planning and development, and lakefront
16area and south east region manager; and
 
17    WHEREAS, During General Superintendent Randall's tenure,
18the FPCC made notable strides in becoming a more transparent,
19accountable, and strategic government agency with an increased
20focus on restoring and protecting Cook County's most precious
21natural areas; and

1    WHEREAS, General Superintendent Randall's key
2accomplishments include implementing the Next Century
3Conservation Plan, developing a Natural Resources Master Plan,
4planning a multi-year Centennial celebration to bring new and
5diverse audiences to the FPCC, developing and launching
6strategic plans for camping, recreation, trails, and habitat
7restoration, creating an independent advisory Conservation and
8Policy Council comprised of civic and business leaders,
9supporting the rollback of a moratorium on prescribed burns
10and restoration work, increasing organizational structure
11within the FPCC, and the opening of five new campgrounds; and
 
12    WHEREAS, Under General Superintendent Randall's
13leadership, the FPCC successfully pursued a tax levy
14referendum with support from advocates that passed
15overwhelmingly in 2022, providing more resources for the
16agency's mission and putting the FPCC on a sustainable fiscal
17path; and
 
18    WHEREAS, General Superintendent Randall oversaw
19initiatives to promote sustainability, racial equity,
20inclusion, and diversity within the FPCC and with public
21outreach and relations; and
 
22    WHEREAS, General Superintendent Randall serves on the
23board of directors of the National Recreation and Park

1Association and has served as chair of the Chicago Community
2Development Commission and Chicago Wilderness; he has been
3active in numerous civic and professional organizations,
4including the Woodlawn Children's Promise Community, the
5American Planning Association, and the Illinois Park and
6Recreation Association; and
 
7    WHEREAS, General Superintendent Randall will be the new
8executive director of the Gaylord and Dorothy Donnelly
9Foundation, which supports conservation and arts organizations
10in Chicago and South Carolina; and
 
11    WHEREAS, General Superintendent Randall served the FPCC as
12a calm, collaborative, and strategic leader who always looked
13for ways to advance the mission of the FPCC to protect our
14natural places and connect more people to nature; therefore,
15be it
 
16    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
17HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
18we congratulate Arnold Randall on his tenure as general
19superintendent of the Forest Preserves of Cook County (FPCC);
20and be it further
 
21    RESOLVED, That a suitable copy of this resolution be
22presented to Arnold Randall as a symbol of our esteem and
