SYNOPSIS AS INTRODUCED:
 
5 ILCS 100/5-149 new

    Amends the Illinois Administrative Procedure Act. Provides that a State agency may not adopt a new rule unless it simultaneously removes 2 or more existing rules for every new rule adopted. Provides that the State agency may not satisfy the requirement by merging 2 or more existing rules into a single rule. Effective immediately.

1    AN ACT concerning government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Administrative Procedure Act is
5amended by adding Section 5-149 as follows:
 
6    (5 ILCS 100/5-149 new)
7    Sec. 5-149. Number of rules. A State agency may not adopt a
8new rule unless it simultaneously removes 2 or more existing
9rules for every new rule adopted. The State agency may not
10satisfy this Section by merging 2 or more existing rules into a
11single rule.
 
12    Section 99. Effective date. This Act takes effect upon
13becoming law.
