1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Vehicle Code is amended by
5changing Sections 11-804, 12-208, and 12-212 as follows:
 
6    (625 ILCS 5/11-804)  (from Ch. 95 1/2, par. 11-804)
7    Sec. 11-804. When signal required.
8    (a) No person may turn a vehicle at an intersection unless
9the vehicle is in proper position upon the highway roadway as
10required in Section 11-801 or turn a vehicle to enter a private
11road or driveway, or otherwise turn a vehicle from a direct
12course or move right or left upon a roadway unless and until
13such movement can be made with reasonable safety. No person
14may so turn any vehicle without giving an appropriate signal
15in the manner hereinafter provided.
16    (b) A signal of intention to turn right or left, change
17lanes, otherwise turn a vehicle from a direct course, move
18right or left upon a highway, or when required must be given
19continuously during not less than the last 100 feet traveled
20by the vehicle before turning within a business or residence
21district, and such signal must be given continuously during
22not less than the last 200 feet traveled by the vehicle before
23turning outside a business or residence district.

1    (c) No person may stop or suddenly decrease the speed of a
2vehicle without first giving an appropriate signal in the
3manner provided in this Chapter to the driver of any vehicle
4immediately to the rear when there is opportunity to give such
5a signal.
6    (d) The electric turn signal device required in Section
712-208 of this Act must be used and operated as prescribed in
8subsection (b) of this Section to indicate an intention to
9turn, change lanes, turn a vehicle from a direct course, move
10right or left upon a highway, or start from a parallel parked
11position. Unless the conditions of subsection (b) of this
12Section are met, an electric turn signal device required in
13Section 12-208 shall not be left in the on position and but
14must not be flashed on one side only on a parked or disabled
15vehicle or flashed as a courtesy or "do pass" signal to
16operators of other vehicles approaching from the rear.
17However, such signal devices may be flashed simultaneously on
18both sides of a motor vehicle to indicate the presence of a
19vehicular traffic hazard requiring unusual care in
20approaching, overtaking and passing.

23    Sec. 12-208. Signal lamps and signal devices.
24    (a) Every vehicle other than an antique vehicle displaying
25an antique plate or an expanded-use antique vehicle displaying

1expanded-use antique vehicle plates operated in this State
2shall be equipped with a stop lamp or lamps on the rear of the
3vehicle which shall display a red or amber light visible from a
4distance of not less than 500 feet to the rear in normal
5sunlight and which shall be actuated upon application of the
6service (foot) brake, and which may but need not be
7incorporated with other rear lamps. During times when lighted
8lamps are not required, an antique vehicle or an expanded-use
9antique vehicle may be equipped with a stop lamp or lamps on
10the rear of such vehicle of the same type originally installed
11by the manufacturer as original equipment and in working
12order. However, at all other times, except as provided in
13subsection (a-1), such antique vehicle or expanded-use antique
14vehicle must be equipped with stop lamps meeting the
15requirements of Section 12-208 of this Act.
16    (a-1) A motorcycle or an antique vehicle or an
17expanded-use antique vehicle, including an antique motorcycle,
18may display a blue light or lights of up to one inch in
19diameter as part of the vehicle's rear stop lamp or lamps.
20    (b) Every motor vehicle other than an antique vehicle
21displaying an antique plate or an expanded-use antique vehicle
22displaying expanded-use antique vehicle plates shall be
23equipped with an electric turn signal device which shall
24indicate the intention of the driver to turn to the right or to
25the left, change lanes, turn a vehicle, or otherwise turn or
26maneuver a vehicle from a direct course of travel in the form

1of flashing lights located at and showing to the front and rear
2of the vehicle on the side of the vehicle toward which the turn
3is to be made. The lamps showing to the front shall be mounted
4on the same level and as widely spaced laterally as
5practicable and, when signaling, shall emit a white or amber
6light, or any shade of light between white and amber. The lamps
7showing to the rear shall be mounted on the same level and as
8widely spaced laterally as practicable and, when signaling,
9shall emit a red or amber light. An antique vehicle or
10expanded-use antique vehicle shall be equipped with a turn
11signal device of the same type originally installed by the
12manufacturer as original equipment and in working order.
13    (c) Every trailer and semitrailer shall be equipped with
14an electric turn signal device which indicates the intention
15of the driver in the power unit to turn to the right or to the
16left in the form of flashing red or amber lights located at the
17rear of the vehicle on the side toward which the turn is to be
18made and mounted on the same level and as widely spaced
19laterally as practicable.
20    (d) Turn signal lamps must be visible from a distance of
21not less than 300 feet in normal sunlight.
22    (e) Motorcycles and motor-driven cycles need not be
23equipped with electric turn signals. Antique vehicles and
24expanded-use antique vehicles need not be equipped with turn
25signals unless such were installed by the manufacturer as
26original equipment.

1    (f) (Blank).
2    (g) Motorcycles and motor-driven cycles may be equipped
3with a stop lamp or lamps on the rear of the vehicle that
4display a red or amber light, visible from a distance of not
5less than 500 feet to the rear in normal sunlight, that flashes
6and becomes steady only when the brake is actuated.
7    (h) Electric turn signal lamps shall not be flashed or
8left in the on position other than to indicate the intention of
9a driver to turn a vehicle left or right, change lanes, or
10otherwise turn or maneuver a vehicle from a direct course of
11travel.

14    Sec. 12-212. Special restrictions on lamps.
15    (a) No person shall drive or move any vehicle or equipment
16upon any highway with any lamp or device on the vehicle or
17equipment displaying a red light visible from directly in
18front of the vehicle or equipment except as otherwise provided
19in this Act.
20    (b) Subject to the restrictions of this Act, flashing
21lights are prohibited on motor vehicles except as expressly
22authorized in this Chapter or as a means for indicating a right
23or left turn, lane change, or a maneuver of a vehicle from a
24direct course of travel as provided in Section 12-208 or the
25presence of a vehicular traffic hazard requiring unusual care

1as expressly provided in Sections 11-804 or 12-215.
2    (c) Unless otherwise expressly authorized by this Code,
3all other lighting or combination of lighting on any vehicle
4shall be prohibited.
5    (d) No person shall drive or move any motor vehicle or
6equipment upon any highway with any lighting or combination of
7lighting with a smoked or tinted lens or cover.

9    Section 99. Effective date. This Act takes effect upon
10becoming law.
