| RESOLVED, BY THE SENATE OF THE NINETY-THIRD GENERAL |

| ASSEMBLY OF THE STATE OF ILLINOIS, that we approve the |
| 4 |
| following agreement: |
| 5 |
| "AGREEMENT |
| 6 |
| Through the Chairman of the Standing Committee of |
| 7 |
| Liaoning Provincial People's Congress and the Senate |
| 8 |
| President of the Illinois Senate, to promote the further |
| 9 |
| mutual understanding and friendship between the people of |
| 10 |
| Liaoning Provincial and the State of Illinois, to |
| 11 |
| strengthen and develop the friendly relationship, to |
| 12 |
| establish a Friendly Exchange Council ("the Council") |
| 13 |
| between the Standing Committee of Liaoning Provincial |
| 14 |
| People's Congress P.R. China and the Illinois State Senate, |
| 15 |
| U.S.A. therefore, reaching the following common agreements |
| 16 |
| concerning the purpose, structure, and mission: |
| 17 |
| The purpose is to enhance the mutual understanding |
| 18 |
| between the Standing Committee of Liaoning Provincial |
| 19 |
| People's Congress and the Illinois State Senate and to |
| 20 |
| promote the friendship to make substantial cooperative |
| 21 |
| results in every aspect, such as agriculture, high |
| 22 |
| technology, and culture. |
| 23 |
| The Council shall consist of a total of 18 members. |
| 24 |
| The Chairman of the Standing Committee of Liaoning |
| 25 |
| Provincial People's Congress and the Senate President |
| 26 |
| of the Illinois State Senate are the co-Presidents of |
| 27 |
| the Council. The other members will be from both sides |
| 28 |
| respectively and averagely. |
| 29 |
| The Council shall hold a conference biennially by |
| 30 |
| turns in Shanghai and Illinois that aims at guiding the |
| 31 |
| exchange and cooperation between the two sides, |
| 32 |
| summarizing previous work, setting down future plans, |
| 33 |
| and safeguarding its ongoing functions. |
| 34 |
| This Agreement shall be written in both Chinese and |
| 35 |
| English, which will have equal effectiveness."; and be it |
