SENATE RESOLUTION

 
2     WHEREAS, Controlling the dog and cat population would have
3 a significant benefit to the public health by aiding in the
4 prevention of dog attacks, reducing the number of dog and cat
5 bite cases involving children, and decreasing the number of
6 automobile accidents caused by stray dogs and cats; and
 
7     WHEREAS, Controlling the dog and cat population will save
8 taxpayer dollars by reducing the number of dogs and cats
9 handled by county and municipal animal control agencies; a
10 program was implemented in New Hampshire in 1994 and has
11 significantly reduced the number of dogs and cats euthanized in
12 shelters in that state; every dollar spent on the New Hampshire
13 neutering program has saved $3.15 in reduced impoundment costs
14 there; and
 
15     WHEREAS, It is in the best interest of the State of
16 Illinois to study the issues relating to dog and cat
17 over-population; therefore, be it
 
18     RESOLVED, BY THE SENATE OF THE NINETY-THIRD GENERAL
19 ASSEMBLY OF THE STATE OF ILLINOIS, that the Dog and Cat
20 Population Control Advisory Committee is hereby created to
21 study the dog and cat over-population problems; the Committee
22 shall be made up of 9 members as follows: The President of the
23 Senate or his designee, the Minority Leader of the Senate or
24 his designee, the Director of Agriculture or his designee, and
25 the following members appointed by the President of the Senate:
26 one veterinarian who is a county animal control administrator;
27 one veterinarian who is a member of the Illinois State
28 Veterinary Medical Association; one representative from a high
29 volume, low cost spay-neuter clinic that runs a targeted
30 program for the pets of low-income clients; one veterinarian
31 who runs a practice and coordinates a feral
32 cat/trap/neuter/return program; one representative from a

1 society for the prevention of cruelty to animals or humane
2 society; and one dog or cat owner; and be it further
 
3     RESOLVED, That the Advisory Committee shall hold one
4 meeting in Cook County and one meeting in Southern Illinois and
5 shall report its findings to the General Assembly on or before
6 November 1, 2004; after the Committee reports its findings, it
7 is dissolved; and be it further
 
8     RESOLVED, That a copy of this resolution be presented to
9 the President of the Senate, the Minority Leader of the Senate,
10 and the Director of Agriculture.
