| SENATE RESOLUTION
|
| 2 |
| WHEREAS, The House of Representatives of the United States |
| 3 |
| has passed H.R. 5, the Help Efficient, Accessible, Low-cost, |
| 4 |
| Timely Healthcare (HEALTH) Act of 2003; and
|
| 5 |
| WHEREAS, H.R. 5 is currently pending in the United States |
| 6 |
| Senate; and
|
| 7 |
| WHEREAS, H.R. 5 will implement health care liability |
| 8 |
| reforms to: improve the availability of health care services in |
| 9 |
| cases in which health care liability actions have been shown to |
| 10 |
| be a factor in the decreased availability of services; reduce |
| 11 |
| the incidence of defensive medicine and lower the cost of |
| 12 |
| health care liability insurance; ensure that persons with |
| 13 |
| meritorious health care injury claims receive fair and adequate |
| 14 |
| compensation, including reasonable noneconomic damages; |
| 15 |
| improve the fairness and cost-effectiveness of our current |
| 16 |
| health care liability system to resolve disputes over, and |
| 17 |
| provide compensation for, health care liability by reducing |
| 18 |
| uncertainty in the amount of compensation provided to injured |
| 19 |
| individuals; and provide an increased sharing of information in |
| 20 |
| the health care system which will reduce unintended injury and |
| 21 |
| improve patient care; therefore, be it

| RESOLVED, BY THE SENATE OF THE NINETY-THIRD GENERAL |
| 23 |
| ASSEMBLY OF THE STATE OF ILLINOIS, that we urge the United |
| 24 |
| States Senate to act responsibly and pass H.R. 5, the Help |
| 25 |
| Efficient, Accessible, Low-cost, Timely Healthcare (HEALTH) |
| 26 |
| Act of 2003; and be it further

| RESOLVED, That copies of this resolution be presented to |
| 28 |
| United States Senator Richard Durbin and United States Senator |
| 29 |
| Peter G. Fitzgerald.
