 1                       SENATE JOINT RESOLUTION
 2                      CONSTITUTIONAL AMENDMENT

 3        RESOLVED, BY  THE  SENATE  OF  THE  NINETY-THIRD  GENERAL
 4    ASSEMBLY   OF   THE   STATE   OF   ILLINOIS,   THE  HOUSE  OF
 5    REPRESENTATIVES  CONCURRING  HEREIN,  that  there  shall   be
 6    submitted  to  the  electors  of  the  State  for adoption or
 7    rejection at the general election next occurring at  least  6
 8    months after the adoption of this resolution a proposition to
 9    amend at least 6 months after the adoption of this resolution
10    a  proposition to add Section 25 of Article I of the Illinois
11    Constitution as follows:

13                           BILL OF RIGHTS

14        (ILCON Art. I, Sec. 25 new)
15    SECTION 25.  UNIVERSAL HEALTH CARE COVERAGE
16        Health care is an essential safeguard of human  life  and
17    dignity,  and  there  is  an  obligation    for  the State of
18    Illinois to ensure that every person is able to realize  this
19    fundamental  right.   On or  before May 31, 2006, the General
20    Assembly by law shall enact a plan for universal health care
21    coverage that permits everyone in Illinois to  obtain  decent
22    health care on a regular basis.

23                              SCHEDULE
24        This  Constitutional  Amendment  takes  effect upon being
25    declared adopted in accordance with Section 7 of the Illinois
26    Constitutional Amendment Act.
