 1        AN ACT concerning telecommunications.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section 5.  The Public Utilities Act is amended by adding
 5    Section 13-306 as follows:

 6        (220 ILCS 5/13-306 new)
 7        Sec. 13-306.  Cell phone calling plans; disclosure.
 8        (a)  The  Commission  shall  establish by rule disclosure
 9    requirements  for  calling  plans  for   cellular   telephone
10    service.   The  rules shall, at a minimum require disclosure,
11    in clear language and in readable type, of all rates, calling
12    area, terms, and conditions applicable to the charges for use
13    of a  cell  phone.   The  rules  shall  establish  a  uniform
14    disclosure format that must be used by any telecommunications
15    carrier providing cell phone service in this State.
16        (b)  The  Commission shall issue the rules required under
17    this Section no later than 180 days after the effective  date
18    of this amendatory Act of the 93rd General Assembly.
