 1        AN ACT concerning the State Comptroller.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section  5.   The  State  Comptroller  Act  is amended by
 5    changing Section 9.01 as follows:

 6        (15 ILCS 405/9.01) (from Ch. 15, par. 209.01)
 7        Sec. 9.01.  Transfer of money.    The  Comptroller,  with
 8    the  approval of the State Treasurer, may provide by rule and
 9    regulation for the transfer  of  moneys  held  by  the  State
10    Treasurer,  whether  in or outside the public treasury.  Such
11    transfer may be within the same fund or between funds and may
12    be made  without  the  use  of  the  voucher-warrant  system.
13    However,  documentation  of  approval  of the transfer by the
14    Comptroller, and the  Treasurer  shall  be  retained  by  the
15    Comptroller.  The Comptroller, under this Section, shall make
16    a  transfer  only where the transaction is otherwise pursuant
17    to law and authorized.  As used in this Section, a "transfer"
18    is limited to a transaction involving only a State agency  or
19    between State agencies exclusively.
