 1        AN ACT in relation to public aid.

 2        Be  it  enacted  by  the People of the State of Illinois,
 3    represented in the General Assembly:

 4        Section 5.  The Illinois Public Aid Code  is  amended  by
 5    adding Section 4-23 as follows:

 6        (305 ILCS 5/4-23 new)
 7        Sec.   4-23.    Transitional  transportation  assistance.
 8    Subject to appropriations, the Department of  Human  Services
 9    shall  provide up to 12 months of transitional transportation
10    assistance to former recipients of Temporary  Assistance  for
11    Needy  Families  if  the  former  recipients  are  no  longer
12    eligible  for  assistance due to an increase in earned income
13    in the household. This Section  shall  not  be  construed  to
14    create   an   entitlement   to   transitional  transportation
15    assistance.

16        Section 99.   Effective  date.   This  Act  takes  effect
17    January 1, 2004.
