 1        AN ACT concerning motor vehicles.

 2        Be  it  enacted  by  the People of the State of Illinois,
 3    represented in the General Assembly:

 4        Section 5.  The  Illinois  Vehicle  Code  is  amended  by
 5    adding Section 7-604.1 as follows:

 6        (625 ILCS 5/7-604.1 new)
 7        Sec. 7-604.1.  Insured motor vehicle database.
 8        (a)  The Secretary of State shall establish a database of
 9    insured motor vehicles that are registered in this State. The
10    Secretary  shall establish by rule the method, form, content,
11    and frequency  of  transmittal  of  information  required  to
12    create and maintain the database.
13        (b)  An insurance company authorized to transact business
14    in  this State shall provide to the Secretary a record of all
15    motor vehicles registered in this State that the company  has
16    covered under a policy of liability insurance.
17        (c)  Upon   request,   the   Secretary   shall  make  the
18    information compiled under  this  Section  available  to  law
19    enforcement agencies by computer.

20        Section  99.  Effective  date.  This  Act takes effect on
21    January 1, 2004.
