 1        AN ACT relating to education.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section  5.   The  School  Code  is  amended  by changing
 5    Sections 27-22.3 and 27-23.5 as follows:

 6        (105 ILCS 5/27-22.3) (from Ch. 122, par. 27-22.3)
 7        Sec. 27-22.3.  Volunteer service credit program.
 8        (a)  A school district may establish a volunteer  service
 9    credit program that enables secondary school students to earn
10    credit  towards  graduation  through performance of community
11    service. This community service may include participation  in
12    the organization of a high school or community blood drive or
13    other  blood  donor  recruitment  campaign.  Any  program  so
14    established shall begin with students entering grade 9 in the
15    1993-1994  school  year or later.  The amount of credit given
16    for program participation shall not  exceed  that  given  for
17    completion of one semester of language arts, math, science or
18    social studies.
19        (b)  Any  community service performed as part of a course
20    for which  credit  is  given  towards  graduation  shall  not
21    qualify  under  a  volunteer  service  credit  program.   Any
22    service for which a student is paid shall not qualify under a
23    volunteer   service   credit  program.   Any  community  work
24    assigned as a disciplinary measure shall not qualify under  a
25    volunteer service credit program.
26        (c)  School  districts  that  establish volunteer service
27    credit  programs  shall  establish   any   necessary   rules,
28    regulations and procedures.

 1        Sec.   27-23.5.  Organ/tissue   and   blood   donor   and
 2    transplantation   programs.      Each  school  district  that
 3    maintains grades 9 and 10 may include in its  curriculum  and
 4    teach  to  the  students  of  either  such  grade one unit of
 5    instruction   on   organ/tissue   and   blood    donor    and
 6    transplantation  programs.   No  student shall be required to
 7    take or participate in instruction on organ/tissue and  blood
 8    donor  and  transplantation  programs if a parent or guardian
 9    files written objection thereto  on  constitutional  grounds,
10    and  refusal  to  take  or participate in such instruction on
11    those grounds shall not be reason for suspension or expulsion
12    of a student or result in any academic penalty.
13        The regional superintendent of schools in which a  school
14    district  that  maintains  grades  9  and 10 is located shall
15    obtain and distribute make available to each the school  that
16    maintains   grades   9  and  10  in  board  of  the  district
17    information  and  data,  including  instructional   materials
18    provided  at no cost by America's Blood Centers, the American
19    Red Cross, and Gift of Hope, that may be used by  the  school
20    district  in  developing  a  unit  of  instruction under this
21    Section.  However, each  school  board  shall  determine  the
22    minimum  amount of instructional time that shall qualify as a
23    unit of  instruction  satisfying  the  requirements  of  this
24    Section.

26        Section  99.  Effective date.  This Act takes effect upon
27    becoming law.
