SYNOPSIS AS INTRODUCED:
 
20 ILCS 2310/2310-338 new

    Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Subject to appropriations, requires the Department of Public Health to establish an asthma prevention and control program to provide leadership for and coordination of asthma prevention and intervention activities. Provides that the program may include monitoring of asthma prevalence, education and training of health care professionals, and other features. Requires the Department to consult with the Department of Public Aid and the State Board of Education, and seek advice from private entities, in implementing the program. Authorizes the Department of Public Health to accept federal moneys and to contract with outside vendors or individuals for the purpose of implementing the program.

1     AN ACT concerning health.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Department of Public Health Powers and
5 Duties Law of the Civil Administrative Code of Illinois is
6 amended by adding Section 2310-338 as follows:
 
7     (20 ILCS 2310/2310-338 new)
8     Sec. 2310-338. Asthma prevention and control program.
9     (a) Subject to appropriations for this purpose, the
10 Department shall establish an asthma prevention and control
11 program to provide leadership for and coordination of asthma
12 prevention and intervention activities. The program may
13 include, but need no be limited to, the following features:
14         (1) Monitoring of asthma prevalence at the State and
15     community levels.
16         (2) Education and training of health care
17     professionals concerning the current methods of diagnosing
18     and treating asthma.
19         (3) Patient and family education concerning the
20     management of asthma.
21         (4) Dissemination of information on programs shown to
22     reduce hospitalization, emergency room visits, and
23     absenteeism due to asthma.
24         (5) Consultation with and support of community based
25     asthma prevention and control programs.
26     (b) In implementing the program established under
27     subsection (a), the Department shall consult with the
28     Department of Public Aid and the State Board of Education. In
29     addition, the Department shall seek advice from other
30     organizations and private entities concerned with the
31     prevention and treatment of asthma.
32     (c) The Department may accept federal funding and grants,

2     for the purpose of implementing the program established under
3     subsection (a).
