 1        AN ACT in relation to transportation.

 2        Be  it  enacted  by  the People of the State of Illinois,
 3    represented in the General Assembly:

 4        Section 5.  The Regional Transportation Authority Act  is
 5    amended by adding Section 3B.09b as follows:

 6        (70 ILCS 3615/3B.09b new)
 7        Sec. 3B.09b.  Commuter trains; improvements; boarding.
 8        (a)  On  or  before  January  1,  2005, the Commuter Rail
 9    Division shall install restrooms on all commuter trains.
10        (b)  Beginning no later than 60 days after the  effective
11    date of this amendatory Act of the 93rd General Assembly, the
12    Commuter  Rail  Division  shall  not  require any commuter to
13    purchase a ticket before boarding a commuter train.

14        Section 90.  The State Mandates Act is amended by  adding
15    Section 8.28 as follows:

16        (30 ILCS 805/8.28 new)
17        Sec.  8.28.  Exempt  mandate.  Notwithstanding Sections 6
18    and 8 of this Act, no reimbursement by the State is  required
19    for  the  implementation  of  any  mandate  created  by  this
20    amendatory Act of the 93rd General Assembly.
