 1        AN ACT making appropriations.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4                              ARTICLE 1

 5        Section  5.  The  following  named  amount,  or  so  much
 6    thereof  as  may  be  necessary,  for the purpose hereinafter
 7    named, is appropriated from the General Revenue Fund  to  the
 8    Board  of Trustees of Eastern Illinois University to meet the
 9    ordinary and contingent expenses of the University, including
10    payment or  reimbursement  to  the  University  for  personal
11    services  and  related  costs incurred during the fiscal year
12    ending June 30, 2004 and for salaries accrued but  unpaid  to
13    academic personnel for personal services rendered during the
14    FY 2003 academic year...........................  $47,609,500
15        Total                                         $47,609,500

16        Section  10.  The  sum of $665,700, or so much thereof as
17    may be necessary and  remains  unexpended  at  the  close  of
18    business  on June 30, 2003, from a reappropriation heretofore
19    made for such purpose in  Article 6, Section 15 of Public Act
20    92-538, is reappropriated from the Capital  Development  Fund
21    to    Eastern    Illinois   University   for   digitalization
22    infrastructure for WEIU-TV.

23        Section 15.  The sum of $175,250, or so much  thereof  as
24    may  be  necessary  and  remains  unexpended  at the close of
25    business on June 30, 2003, from a reappropriation  heretofore
26    made  for such purpose in Article 6, Section 20 of Public Act
27    92-538, is reappropriated from the Capital  Development  Fund
28    to  the  Board of Trustees of Eastern Illinois University for
29    digitalization infrastructure for  WEIU-TV,  in  addition  to

 1    amounts  previously  appropriated  for  such purpose for this
 2    fiscal year.  No contract shall be entered into or obligation
 3    incurred for any expenditure from the appropriation  made  in
 4    this  Section  until after the purposes and amounts have been
 5    approved in writing by the Governor.

 6        Section 20.  The sum of $632,900, or so much  thereof  as
 7    may  be  necessary  and  remains  unexpended  at the close of
 8    business on June 30, 2003, from a reappropriation  heretofore
 9    made  for such purpose in Article 6, Section 30 of Public Act
10    92-538, is reappropriated from the Capital  Development  Fund
11    to  the  Board  of Trustees of Eastern Illinois University to
12    purchase equipment for the renovation and expansion of  Booth
13    Library.   No  contract  shall  be entered into or obligation
14    incurred for any expenditure from the appropriation  made  in
15    this  Section  until after the purposes and amounts have been
16    approved in writing by the Governor.

17        Section 25.  The sum of $5,430,400, or so much thereof as
18    may be necessary and  remains  unexpended  at  the  close  of
19    business  on  June 30, 2003, from an appropriation heretofore
20    made for such purpose in Article 1, Section 19 of Public  Act
21    92-717,  is  reappropriated from the Capital Development Fund
22    to the Board of Trustees of Eastern  Illinois  University  to
23    purchase  equipment  for  the renovation and expansion of the
24    Fine Arts Center.  No  contract  shall  be  entered  into  or
25    obligation    incurred   for   any   expenditure   from   the
26    appropriation made in this Section until  after  the  purpose
27    and amounts have been approved in writing by the Governor.

28        Section 30.  The sum of $2,000, or so much thereof as may
29    be  necessary,  is  appropriated  from  the State College and
30    University Trust Fund to the Board  of  Trustees  of  Eastern
31    Illinois   University   for   scholarship  grant  awards,  in

 1    accordance with Public Act 91-0083.

 2        Section 99.  Effective date.  This Act  takes  effect  on
 3    July 1, 2003.
